Aviation Tech Park - Phase II - Bid Package 1 Project Manual

This is an as-bid project manual for a construction project issued by the Shenandoah Valley Regional Airport Commission in Weyers Cave, Virginia. The project, Aviation Tech Park - Phase II - Bid Package 1, encompasses four primary work components: a 100-foot expansion of the commercial apron, construction of a service road, installation of new airfield security fence, and stormwater basin modifications. The project manual details comprehensive construction specifications across multiple categories including sitework, flexible and rigid pavements, drainage systems, fencing, turfing, electrical systems, and miscellaneous demolition and removal activities. The sealed bid submission deadline is 2:00 PM local time on Thursday, June 11, 2026, with public bid opening and reading to follow immediately. A non-mandatory pre-bid conference is scheduled for 10:00 AM on Wednesday, June 3, 2026, at the Shenandoah Valley Regional Airport General Aviation Terminal Building. Successful bidders must commence work within ten days of receiving the Notice to Proceed and complete all work within the contract time specified in the bidding documents, with liquidated damages assessed for each calendar day of delay. The contract includes a one-year warranty period from final acceptance for all workmanship and materials, with extended warranties required for LED lighting fixtures (minimum four years). No bids may be withdrawn prior to October 15, 2026.

Bids must be accompanied by a bid guarantee of not less than five percent of the total bid amount, in the form of a bid bond or certified check, with performance and payment bonds each equal to 100 percent of the contract price required for the successful bidder. The project is anticipated to be funded in part by the Federal Aviation Administration (FAA), subjecting all contracts to applicable federal regulations including Buy American Preference requirements under the Build America, Buy America Act (BABA), Davis-Bacon wage requirements, Disadvantaged Business Enterprise (DBE) participation provisions, and various civil rights and compliance certifications. Bidders must certify that all construction materials are manufactured in the United States and comply with FAA requirements regarding debarment, lobbying, trade restrictions, and tax delinquency certifications. The bid schedule includes 79 line items across two bid alternates with unit prices and approximate quantities for materials and labor. Prospective bidders must provide evidence of competency and financial responsibility, either through detailed financial statements certified by a public accountant or by demonstrating prequalification with the Virginia State Highway Division. All federal contract provisions, including those related to civil rights, procurement of recovered materials, contract work hours and safety standards, and clean air and water pollution controls, flow down to all subcontractors and sub-tier agreements.
