About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet issued RFB 758 2600000620 for aviation helmets on behalf of the Kentucky State Police Cannabis Suppression Branch with a closing date of June 15, 2026 at 1:30 p.m. ET — a deadline that has passed. The solicitation has been cancelled per the final modification issued June 15, 2026.

Prior to cancellation, the scope specified 15 units of LH250 dual visor helmets in dark matte gray with Maxillo polycarbonate face shields, clear and dark visors, night vision Google mounts and adapters, Bose A30 Bluetooth headsets with helicopter plugs, Viper amplified electret microphones, magnetic quick-release chin straps compliant with Department of Interior standards, Oregon Aero memory foam liners, MK4 lip lights with integrated batteries, and heavy-duty canvas helmet and gear bags with 24-inch warranty coverage. No substitutions were permitted. Initial delivery was required by September 30, 2026, with helmet sizes to be specified at the time of order placement. Shipping and billing address was Bluegrass Station, Building 30, 5751 Briar Hill Road, Lexington, Kentucky 40516-9721.

The resulting contract would have been a Master Agreement with an initial one-year term and optional renewal for four additional two-year periods, subject to written approval and potential renegotiation. Reciprocal preference applied to Kentucky resident bidders under KRS 45A.490–494, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations received preference points. Evaluation used best value ranking with 90 points allocated to price and 10 points to delivery time in working days. Vendors were required to maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate. Prices were to remain firm for the first twelve months, with increases thereafter only if justified by industry-wide changes and submitted at least 30 days in advance.

Questions were due June 4, 2026 at 10:00 a.m. ET to Commonwealth Buyer Keith Srutowski at keith.srutowski@ky.gov or 502-564-7007. All pricing was to be submitted electronically through the Commonwealth's eProcurement system, F.O.B. Destination Freight Prepaid and Allowed.
