About this opportunity

The City of Charlotte is requesting bids for South Ramp Expansion Bid Package 1 at Charlotte Douglas International Airport under ITB 27-15, with bids due November 23, 2026 at 2:00 PM ET through the eBuilder Bid Portal, and a hybrid pre-bid meeting on October 27, 2026 at 9:00 AM ET. The contract is federally funded through an Airport Improvement Program grant and carries Davis-Bacon wage requirements and 49 CFR Part 26 DBE compliance obligations; the City is not establishing a specific DBE participation goal due to ongoing reevaluation by the North Carolina Unified Certification Program, but bidders are encouraged to provide meaningful small business participation.

The scope encompasses pavement demolition, cement concrete pavement installation, asphalt shoulder paving, grading, drainage, erosion and sediment control, pavement markings, and airfield electrical installation across multiple work areas, totaling approximately 227 line items. The electrical work includes LED taxiway lighting, conduit systems, and utility vaults. Bidders must hold a North Carolina contractor license, demonstrate experience with at least two comparable projects in the last ten years, and comply with E-Verify requirements.

Substantial Completion is required within 786 calendar days from Notice to Proceed, with Final Completion within 60 calendar days thereafter. Six intermediate completion dates are specified for phased work areas. Liquidated damages are $5,000 per calendar day for missed intermediate or Final Completion deadlines, $10,000 per day for missed Substantial Completion, $25,000 per day for SIDA fence breaches, and variable rates for taxiway closure delays. Bid security of 5% of the Base Bid amount is required as a cashier's check, certified check, money order, or bid bond. Performance and payment bonds equal to the full contract amount are required prior to contract execution. North Carolina sales and use taxes for eligible construction materials are excluded from the bid price and reimbursed separately; all other taxes must be included in the bid.
