About this opportunity

The Effingham County Board of Commissioners issued RFP 22-07-001 on May 20, 2022, seeking a qualified vendor to design and install a comprehensive audio/video system upgrade for the Effingham County Judicial Complex, with proposals due July 15, 2022 (revised from July 8 in Addendum 1).

The scope encompasses replacement and upgrade of A/V systems in four courtrooms (two Superior Courtrooms, one State Courtroom, and one Magistrate Courtroom) and a Community/Overflow Room across three floors. The existing systems, in service for over ten years, must be replaced with modern technology including selective interconnectivity to the Community/Overflow room for live viewing; independent live streaming capability to YouTube or Vimeo; and web conferencing integration with Zoom, Microsoft Teams, or WebEx for remote participation. The vendor must provide a complete turn-key solution including all hardware, cabling, installation, programming, training, maintenance, support, documentation, and warranty. Audio recording will utilize a system similar to the existing Roland R-44 recorder controlled from the Court Reporter's desk; video recording and screenshot capability will be controlled from the Clerk's desk. Large-format displays are preferred over projectors for the overflow room. Installation must be completed by February 28, 2023, phased one courtroom at a time based on court scheduling.

The awarded vendor is Stage Front at a contract value of $537,290.00, reflecting an increase in monitor quantity from 55 to 65 units. The contract term is one year initial with three optional one-year renewal periods, or may be structured as a lump-sum project.

Evaluation criteria were weighted as follows: relevant experience with similar projects (30 points), project approach (20 points), technical support provisions (20 points), fee proposal (20 points), and project team qualifications (10 points). Vendors were required to demonstrate a minimum of three similar projects completed within the last five years and provide a minimum of five years of support with one-hour on-site response time during business hours Monday through Friday, 8:00 AM to 5:00 PM. All contractors and subcontractors must comply with Georgia's E-Verify requirements and drug-free workplace certification.

The Effingham County Board of Commissioners is seeking a qualified vendor to provide new Audio/Video Technology Solution for the Effingham County Judicial Complex. Effingham County Judicial Complex currently has two Superior Courtrooms located on the 3rd Floor, one State Courtroom, and one Magistrate Courtroom located on the 2nd Floor, along with a Grand Jury room and Community room located on the 1st Floor. The Community room will be used as an overflow room for the courtrooms. The audio / video systems in both Superior courtrooms and the State courtroom are very similar to each other and are described in Current Systems below. The magistrate courtroom currently only has an audio system and a TV mounted on the wall with an HDMI input. The audio / video systems in the Grand Jury room and Community room are very similar to each other and are described in Current Systems below. All rooms A/V systems currently are independent of each other and have no interconnect features. The Effingham County Judicial Complex A/V systems have been in service for over ten years and are in need of replacement with upgrades. In addition, there is a need for streaming technology related to recent concerns over social distancing while still meeting mandates for public access to court proceedings. Effingham County is looking to replace and upgrade the A/V systems in all four Courtrooms and the Community / Overflow Room. (The A/V system in the Grand Jury Room is not part of this RFP but will be upgraded at a future time.) The new systems will need to have similar features and requirements as the current systems plus the ability to selectably interconnect to the Community / Overflow room for live viewing of court proceedings. Each system will need to be able to independently stream audio and video live to either YouTube or Vimeo along with the ability to web conference court proceedings using Zoom, Microsoft Teams, or Web-EX for remote participation.
