About this opportunity

The State of Maine Division of Purchases is requesting quotes for automotive paint and prep system fixtures and equipment for a production facility at 89 Kansas Road, Limestone, Maine, with quotes due March 7, 2011. Quotes must be submitted electronically through the AdvantageME Vendor Self Service bidding system, with questions due 24 hours prior to closing.

The scope comprises six line items: a down-draft paint/bake booth (20' × 120' × 16' high) with single-man lifts and paint mixing room; two electrostatic paint/bake booths (20' × 40' × 16' high and 16' × 32' × 16' high, mutually exclusive options) each with paint mixing booth; a complete electrostatic paint system with hoses and cables; a media blast booth (20' × 80' × 16' high) with media recovery and recycling system; and two vehicle prep booths (20' × 60' × 16' high each). All items require turnkey installation, on-site training, and compliance with federal and state regulations and codes, including Buy American Act requirements. Bidders must provide detailed information on equipment and installation lead times, comprehensive warranty provisions, and service plan response times for physical, online, and telephone technical support.

Award will be made to the lowest responsible bidder offering best value to the State, with consideration of product quality, conformity to specifications, delivery dates, and overall economy. All transportation charges must be prepaid and included in quoted prices. Cash discounts of 20 days or more will be considered in bid evaluation; shorter discounts will not be evaluated. In case of tie bids, preference will be given to in-state bidders or those offering commodities produced or manufactured in Maine. The facility features a water fire suppression system and sloped floor requiring potential shimming; all roof penetrations require coordination through MMA and hook-ups must extend 50 feet from each installation location. Bidders must submit a completed debarment form and are subject to EPLS screening and required certifications prior to award. The State is exempt from Federal and Maine State Sales and Use Taxes.
