About this opportunity

The Town of Manchester, located in Hartford County, Connecticut, is seeking a contractor for Automotive Maintenance and Repair Services through Invitation to Bid #22/23-28, targeting comprehensive vehicle maintenance for its municipal fleet. The procurement covers services including oil changes, filter replacements, lubrication, transmission flushes, safety inspections, alignments, and miscellaneous repairs for passenger vehicles and pickup trucks ranging from half-ton to one-ton capacities. Bidders must possess a valid Connecticut Dealer or Repair license, maintain at least two working service bays with a lift capable of handling 13,500 lbs, and employ ASE-certified technicians with a minimum of 10 years hands-on experience. The contract period is initially set for two years with potential for three additional one-year extensions under the same terms. Key bid submission details include a November 10, 2022 deadline for questions and a November 18, 2022 bid response deadline at 11:00 am, with the service center required to be located within Manchester's geographical boundaries. The town estimates approximately 500 labor hours of work annually, evaluating bidders based on their technical capabilities, facility infrastructure, technician certifications, and compliance with local requirements.

The procurement includes a Living Wage Certification requirement under Manchester's ordinance, mandating covered employers pay eligible employees either $15.34 per hour with comprehensive health benefits or $23.35 per hour without benefits. Bidders must classify themselves as a "Covered Employer" or claim exemption based on specific criteria, such as being a nonprofit, employing fewer than 25 eligible employees, or having an annual contract value under $25,000. While specific budget ranges are not explicitly detailed, the town will procure parts through its Fleet Maintenance Division vendors, with pricing structured to include unit costs for specific services and an hourly labor rate for repair work. No incumbent vendor is mentioned, and there are no explicit set-aside designations for disadvantaged enterprises. Prospective bidders must demonstrate professional competence through comprehensive facility information, technician qualifications, commercial references, and strict adherence to the municipal living wage requirements. Failure to properly complete required documentation, such as the Bidder Information Sheet and Living Wage Certification form, may result in bid disqualification.
