The contract term will be for three years with potential renewal options subject to Detroit City Council approval and Chief Procurement Officer signature, and the City anticipates making one or multiple awards. Evaluation will be conducted on a low-bid basis with consideration given to contractor ability, equipment, and past performance, with the City reserving the right to make standby awards to the second-lowest bidder. Respondents must submit quotes through the Oracle Supplier Portal by Thursday, February 19, 2026, at 3:00 PM EST, with questions due by Thursday, February 12, 2026, at 3:00 PM EST. All proposals must include a Respondent Questionnaire providing organizational information, three references from the last five years, key personnel resumes, and organizational charts, along with comprehensive required forms including Certificate of Authority, Affidavit of Disclosure of Interests, and Non-Collusion Affidavit.

Detroit-based businesses certified through the Department of Civil Rights, Inclusion & Opportunity may be eligible for equalization credits ranging from 1 percent to 5 percent depending on classification as Detroit-Based, Detroit Resident Business, Detroit Headquartered, Detroit-Based Small Business, Detroit-Based Micro Business, or Joint Venture entities; the lowest equalized bidder shall be awarded provided the award does not exceed 12 percent above the lowest responsible bid or $100,000, whichever is less. The RFQ documents do not specify an incumbent vendor or current contractor, nor do they establish an explicit budget range or award value; however, contractors must maintain Worker's Compensation insurance with Michigan statutory limits, Commercial General Liability insurance with combined single limits of $1,000,000 per occurrence and minimum aggregate of $2,000,000, and Automobile Liability insurance with combined single limits of $1,000,000. All successful respondents must complete notarized City of Detroit Consolidated Affidavits covering hiring policy compliance, obtain Treasury Clearance approval (minimum 10 days processing), register with the System of Awards Management at SAM.gov (10-15 days processing), and provide proof of active registration before City Council approval, with payment terms established at NET 30 days from invoice receipt through the City of Detroit Vendor Portal. The Covenant of Equal Opportunity is binding for the life of the contract and prohibits discrimination based on protected characteristics including race, color, religion, national origin, age, disability, sex, sexual orientation, and gender identity, with any breach deemed a material breach of contract subject to damages under Detroit City Code Section 23-4-11(e).
