About this opportunity

The State of Maine Department of Transportation is requesting bids on 38 complete automatic grease lubricating systems for 54,000 GVW wheeler truck chassis with wheelbases up to 244 inches, with bids due April 10, 2013. In case of tie bids, the State gives preference to in-state bidders or those offering commodities produced or manufactured in Maine.

The systems must be pneumatically operated with 12V DC electric controller/timer, single-line centralized design, and capability to distribute grease to a minimum of 38 points with adjustable output between 100 and 1400 psi. Closed sealed rigid reservoirs must have minimum 4-liter capacity. The specification document details 13 system requirements and 10 metering valve/injector quantity categories, with distribution points across slack adjusters, cam shaft tubes, kingpins, tie rod ends, spring pins, and body lift cylinders. Bidders must complete a technical specification checklist using standardized abbreviations and provide detailed explanations for any exceptions or alternative equipment.

Vendors must provide training through factory-certified trainers across five Maine DOT regions, with all training materials supplied by the vendor and made available for duplication by MDOT. Comprehensive warranty terms must be submitted, with warranty commencing from the vehicle's actual in-service date as notified by MDOT Fleet Services. The State reserves the right to perform in-house warranty work except for major engine, transmission, and rear axle work, with parts and labor costs recovered according to manufacturer flat-rate manuals.

Award will be made on a best value basis considering price, quality, conformity to specifications, delivery dates, and overall economy. Pricing must be submitted as separate unit prices per item, delivered to destination and inclusive of all freight and transportation charges. Cash discounts of 20 days or more will be considered; shorter discounts will not. The State is exempt from Federal and Maine sales and use taxes. Bidders must certify compliance with federal suspension and debarment standards under 49 CFR Part 29 and Executive Orders 12549 and 12689. Questions must be submitted through the solicitation's Question and Answer link.
