About this opportunity

The Oregon Military Department is issuing an Invitation to Bid (ITB) for the Automated Multipurpose Machine Gun Range (MPMG) Project located at Navy Weapons Systems Training Facility (NWSTF) Boardman in Morrow County, Oregon. This is a comprehensive construction project requiring the design and construction of a complete 10-lane automated machine gun range training facility on approximately 90 acres, including seven buildings (ammunition breakdown building, classroom building, operations and storage building, covered mess shelter, latrine facility, bleacher enclosure, and three-story range control tower), automated target systems, four vehicle fighting firing positions, extensive site infrastructure, utility systems, and associated range support facilities. The project scope encompasses civil work including site grading, drainage systems, erosion and sediment control measures, concrete and aggregate surfacing, foundation work requiring deep dynamic compaction in identified areas per geotechnical recommendations, structural construction with Type VB non-fire-resistance rated buildings utilizing concrete masonry units and pre-finished metal construction, mechanical systems including heat pumps and exhaust systems, electrical distribution and lighting infrastructure, communications systems, and compliance with 2018 International Building Code, NFPA standards, UFC requirements, and DoD minimum anti-terrorism standards. Bidders must be Oregon Construction Contractors Board (CCB) licensed and are required to submit a 10 percent bid security with a completed pricing submittal form including a $750,000 owner-directed contingency; provide evidence of financial responsibility; secure 100 percent performance and payment bonds upon award; comply with Oregon prevailing wage requirements; meet a 12 percent apprenticeship goal for workers in apprenticeable occupations; and comply with federal provisions including National Guard Bureau Cooperative Agreement requirements. The mandatory pre-bid conference is scheduled for April 22, 2026, at 10:00 AM PT at Loves Travel Center in Boardman with required attendance for escort to the site, requests for clarification and brand approvals must be submitted by May 1, 2026, at 10:00 AM PT, and bids are due May 19, 2026, at 2:00 PM PT, with project commencement 30 calendar days from Notice to Proceed, substantial completion required within 335 calendar days, and final completion within 365 calendar days.

This procurement contains no specific set-aside designations for disadvantaged enterprises, women-owned businesses, or minority-owned businesses as noted in the available ITB documents, though federal funding sources may trigger additional compliance requirements. No incumbent vendors or current contractors are identified in the solicitation materials, and this is a new construction project with no existing infrastructure requiring integration at the site. The project is anticipated to be funded through state and federal sources, requiring offerors to maintain UEI number registration and EPLS clearance for federal compliance purposes. The estimated project value for bonding purposes is between $9.1 million and $10 million, with award to be made to the lowest responsive, responsible bidder. A 5 percent retainage will be withheld from progress payments in accordance with Oregon law, and notably, no liquidated damages will apply to this contract. The geotechnical investigation identified subsurface conditions consisting of loess deposits with moderate to high collapse risk, requiring mitigation through removal and recompaction of loose soils to specified depths, with shallow foundations designed for allowable bearing pressures of 2,500 psf on new structural fill.
