About this opportunity
The Maryland Port Administration is requesting proposals for automated and prepaid parking services at the MPA Cruise Terminal in Baltimore, with proposals due March 20, 2026 (note: the RFP summary indicates March 4, 2026 at 2:00 PM Eastern Time; Amendment 5 issued March 19, 2026 updates contact information only and does not modify the deadline). A pre-proposal meeting and site visit are scheduled for February 18, 2026 at the cruise terminal, 2001 E McComas Street, Baltimore. No set-aside or preference program applies; there is no MBE or VSBE subcontracting goal.
The scope encompasses comprehensive parking management including license plate recognition camera systems, on-site parking attendants, electronic payment processing via MPA cruise website and mobile devices (accepting credit cards and digital wallets), advance and on-site reservations, real-time transaction reporting and reconciliation, and a potential add-alternate for geofencing services at MPA's discretion. The MPA prefers but does not require English and Spanish language capabilities. The contractor serves as merchant of record and deposits funds into the MPA's account on a mutually agreed timeframe.
The contract is structured as firm fixed-price with a not-to-exceed value based on estimated expenditures or budget, assuming 32,000 to 48,000 annual transactions. The term is three years from Notice to Proceed with an option for one additional two-year renewal at MPA's discretion, subject to approval by the Maryland Port Commission and Board of Public Works. The Living Wage Law applies; the current applicable wage rate is $17.17 per hour for Tier 1 Areas (Baltimore City and surrounding counties). Federal funding is not involved.
Offerors must demonstrate a minimum of five years' experience providing parking services to a cruise terminal and provide three references from contracts of similar volume and scope within the past ten years. Insurance requirements include commercial general liability of $2 million per occurrence and $4 million general aggregate, automobile liability of $1 million, and umbrella liability of $5 million. Written questions are due February 20, 2026 at 2:00 PM Eastern Time. Technical evaluation factors carry greater weight than price. A single award is anticipated through competitive sealed proposals.
