The system must accommodate advance and on-site reservations, accept multiple payment methods including credit cards and digital wallets, and provide real-time transaction reporting and reconciliation features. The RFP also includes a potential add-alternate for geofencing services at MPA's discretion. The pre-proposal meeting is scheduled for February 18, 2026, at 1:00 PM Eastern Time, with a site visit immediately following at 2:00 PM, both at the MPA Cruise Terminal located at 2001 E McComas Street, Baltimore, Maryland 21230. Written questions must be submitted by February 20, 2026, at 2:00 PM Eastern Time, and proposals are due by March 4, 2026, at 2:00 PM Eastern Time, with passwords for technical proposals due by 3:00 PM that same day. The contract term is three years from the date of the Notice to Proceed, with an option for one additional two-year renewal term at MPA's discretion, subject to approval by the Maryland Port Commission and Board of Public Works.
The contract is structured as a firm fixed-price agreement with a not-to-exceed value based on MPA's expected expenditures or budget, estimated at approximately 32,000 to 48,000 annual transactions. Offerors must demonstrate a minimum of five years of experience providing parking services to a cruise terminal and provide three references from contracts of similar volume and scope within the past ten years. The MPA prefers but does not require English and Spanish language capabilities in the system. There is no MBE or VSBE subcontracting goal for this procurement. All insurance requirements must be met, including workers' compensation, commercial general liability with limits of $2,000,000 per occurrence and $4,000,000 general aggregate, automobile liability of $1,000,000, and umbrella liability of $5,000,000. The contractor will serve as the merchant of record responsible for depositing funds into the MPA's account on a mutually agreed timeframe. The Living Wage Law applies to this contract, with the current applicable wage rate of $17.17 per hour for Tier 1 Areas (which includes Baltimore City and surrounding counties). Federal funding is not involved in this procurement. A single award is anticipated through the competitive sealed proposals method, with technical evaluation factors carrying greater weight than price in the award determination.
