About this opportunity

The State of Oregon Department of Administrative Services is seeking vendors to supply OEM auto parts, aftermarket auto parts, rebuilt auto parts, used/recycled/repurposed auto parts, remanufactured auto parts, auto shop equipment, traction chains, and installation training and related services under RFP S-10700-00016861, with proposals due September 24, 2026.

This is a statewide master price agreement establishing an as-needed ordering vehicle for Oregon state agencies and Oregon Cooperative Procurement Program (ORCPP) members, with Washington State's Master Contract Usage Agreement (MCUA) members also eligible to purchase. The contract carries no single upfront funding commitment; individual state agency budgets fund their own purchases throughout the term.

Proposers must submit pricing across twenty product and service categories as detailed in the Market Basket (Attachment E), including body hardware, brakes, diagnostic tools, driveline, engine, glass/windows, HVAC, restraints, steering, suspension, transmission, and traction/tire chains. Pricing shall be submitted as a percentage discount off manufacturer's suggested retail price (MSRP) with corresponding dollar values. Vendors must identify regional service capability across five ODOT-designated regions (Portland Metro, Willamette Valley and North Coast, Southwestern Oregon, Central Oregon, Eastern Oregon) or certify statewide coverage. For glass and window services, proposers must certify ADAS (Advanced Driver Assistance Systems) certified technician availability. All goods must meet applicable industry standards and manufacturer specifications; services must be performed by properly trained, qualified, and certified personnel.

The initial contract term is two years with agency option to extend with 30 calendar days' written notice. Pricing is firm during the contract term; contractors may request price increases no more than once per twelve-month period using U.S. Bureau of Labor Statistics Producer Price Index or Consumer Price Index data. Contractors must submit quarterly Volume Sales Reports and remit a 2% Vendor Collected Administrative Fee on gross total sales.

A Certified Disadvantaged Business Outreach Plan (Attachment F) is mandatory; all proposers must certify Oregon disadvantaged business status (MBE, WBE, SDV, ESB) through COBID or indicate non-certification. Proposals must remain firm for 180 days following the closing date. Commercial General Liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate) and Automobile Liability coverage ($1,000,000 combined single limit) with the State of Oregon named as additional insured are required.
