About this opportunity

The State of Maine's Division of Purchases is requesting bids for automotive filters, bearings, and seals to supply the Maine Department of Public Safety Central Fleet Program, the Maine Department of Transportation (MaineDOT), and the Bureau of General Services Central Fleet Program, with proposals due October 11, 2011.

The scope encompasses oil filters, oil filter elements, air filters, gas filters, bearings, and seals. For the BGS and Public Safety fleets, historical annual spending totals $13,334.52 ($5,387.90 for BGS and $7,946.62 for Public Safety). For MaineDOT, the parts spreadsheet catalogs over 300 filter items across multiple categories including cab fresh air filters, power steering filters, transmission and hydraulic filters, water and coolant filters, and fuel filters, with bearing and seal components for wheel assemblies, trailers, and specialized equipment. MaineDOT operates approximately 100 facilities statewide from York to Madawaska; delivery must reach any or all of these locations. All items must meet first-grade material and workmanship standards and comply with current Federal Specifications and OEM requirements. MaineDOT filters must meet or exceed NAPA Gold Series standards, with documentation of equivalency and samples potentially required.

The contract term is one year from the date of award, with potential extension of up to two years at the Director of Purchases' discretion with contractor consent. Delivery is required within seven days of order receipt, FOB destination with all transportation charges prepaid by the contractor. Pricing must remain firm for the entire contract duration with no adjustments permitted. Orders up to $5,000 transmit via email as PDFs; larger orders route through the Division of Purchases. The State requires acceptance of the Maine Procurement Card at quoted prices with no surcharges. Contractors must agree to extend the same pricing to Maine political subdivisions and school districts. Awards will be made to the lowest responsible bidder considering best value factors including quality, conformity, delivery, and cost; cash discounts of 20 days or more are considered in determining the low bidder. The State reserves the right to award per-item or as a group and to increase or decrease quantities by up to 10%.
