About this file
This is a bid specification document for an annual automotive filters contract issued by the Maine Department of Public Safety and Bureau of General Services (BGS) Central Fleet Program. The solicitation requests bids to supply automotive filters, including oil filters, oil filter elements, air filters, gas filters, bearings, and seals for the state's central fleet operations. The contract period is one year from the date of award, with a potential extension of up to two years at the Director of Purchases' discretion with contractor consent. Bidders must submit pricing using an attached Excel spreadsheet that identifies all currently purchased part numbers, and the successful contractor will be required to provide a comprehensive catalog spreadsheet with periodic updates as new filters enter the market. Delivery is required within seven days of order receipt to locations in the Augusta area on an FOB destination basis with all transportation charges prepaid by the contractor.
Based on historical spending data, the BGS Central Fleet spent $5,387.90 annually and Public Safety Central Fleet spent $7,946.62 annually on automotive filters. Prices must remain firm for the entire contract duration with no adjustments permitted. All items must meet first-grade material and workmanship standards and comply with current Federal Specifications and OEM requirements. Orders up to $5,000 will be transmitted via email as PDF files, while larger orders route through the Division of Purchases for approval and encumbrance. The State requires vendors to accept the Maine Procurement Card as a payment method at the quoted prices with no surcharges allowed. Contractors must also agree to extend the same contract pricing to Maine political subdivisions and school districts. The contractor must provide purchase summaries to the Director of Purchases upon request, and the state reserves the right to cancel the contract with 30 days' written notice if terms are not met.
