About this file

This is a bid specification document for the Maine Department of Transportation (MDOT) soliciting annual contracts for automotive filters, bearings, and seals. The contract covers the normal operational requirements for air filters, oil filters, fuel filters, bearings, and seals, with a contract period of one year from the date of award. The specification indicates that the products listed represent the most commonly purchased items, though the contract will actually cover all similar products in the vendor's catalog. MDOT operates approximately 100 facilities statewide, ranging from York to Madawaska, and the winning vendor must be capable of shipping to any or all of these locations. Bidders are required to submit pricing via an attached Excel spreadsheet with three tabs, and all filters must meet or exceed NAPA Gold Series standards, with documentation of equivalency and samples potentially required. Delivery is required within seven days of order receipt, with products delivered FOB destination and all transportation charges prepaid by the contractor. The Division of Purchases may extend the contract for up to two years beyond the original expiration date with contractor consent.

Pricing must remain firm for the entire contract duration with no adjustments permitted. All items must be first-grade materials conforming to current Federal Specifications and OEM standards. The State of Maine requires vendors to accept the State Procurement Card as a payment method at the quoted price with no surcharges allowed, and reserves the right to reject bids from vendors unwilling to accept this condition. Bidders must also indicate their willingness to extend contract pricing to political subdivisions and school districts in Maine. The Division of Purchases reserves the right to cancel the contract with 30 days' written notice or immediately if the contractor fails to conform to contract terms and conditions. Vendors must furnish purchase summaries to the Director of Purchases upon request, and all questions regarding the RFQ must be submitted through the designated Question and Answer link on the solicitation details page.
