About this opportunity

The Texas A&M University System Office of Procurement and Business Services is requesting qualifications for audit and review services on an as-needed basis to the A&M System, its 12 member universities, and eight state agencies, with qualifications due August 13, 2026 and questions due July 29, 2026. Service-disabled veteran-owned business (VetHUB) participation with a 2% contract-value goal is required via Subcontracting Plan.

The scope encompasses SACSCOC financial reports, airport passenger facility charge accounts, Cancer Prevention Research Institute of Texas (CPRIT) audits, Joint Admission Medical Program (JAMP) audits, alumni foundation audits, federal Student Financial Assistance Cluster compliance reviews, institutional audits, NCAA athletics compliance reports, and other specialized audit and review services. Respondents must hold AICPA independence standards compliance and Texas public accounting licensure; achieve a passing external quality control review rating; demonstrate five years of public accounting and audit service experience; have provided services to at least three Texas state or higher education entities within the preceding three years; and maintain industry-standard data encryption capabilities.

The A&M System intends to establish a master services agreement with one or more qualified firms and makes no guarantee of work orders or specific engagements. The initial contract term is two years with the option to extend for two additional two-year periods through mutual written agreement. Professional liability insurance with limits of $2,000,000 per occurrence and $4,000,000 aggregate is required. Evaluation will be based on demonstrated competence, capability, experience, knowledge, references, and qualifications, with preference given to firms with prior experience serving Texas state agencies or institutions and those with principal places of business in Texas. The anticipated agreement effective date is September 1, 2026.
