About this opportunity
The Railroad Commission of Texas is requesting proposals for live audio-visual broadcasting services under IFB #455-26-1030, with proposals due July 15, 2026 at 2:00 PM Central Time and written inquiries due July 8, 2026. A completed VetHUB Subcontracting Plan is mandatory; failure to submit will result in rejection.
The scope covers live webcast and on-demand archived video delivery for approximately 20 Commission open meetings annually, five hearings, and four Executive Director town hall meetings during fiscal year 2026-2027 from multiple meeting rooms in the William B. Travis State Office Building at 1701 N. Congress Ave, Austin, Texas. The vendor must provide all labor, equipment, materials, software licenses, and services, including minimum four cameras in the largest room, high-definition multi-platform streaming, 24-hour archive publication, redundant backup systems, and closed captioning or transcription options.
The initial contract term runs from the last party's signature through August 31, 2027, with three optional one-year renewal periods. Respondents must submit detailed pricing for each service category, demonstrate qualifications through at least three comparable projects completed within five years for state oil and gas regulatory agencies, and provide resumes for all key personnel. Required insurance includes Workers' Compensation, Employer's Liability, Commercial General Liability, and Automobile Liability at specified minimum limits. Respondents claiming Texas bidder preference or other applicable preferences must complete the corresponding declaration. The contract is contingent upon continued funding availability and may be terminated without penalty if appropriations are discontinued. Contact Sonya Patterson, Contract Manager, at Sonya.Patterson@rrc.texas.gov or 512-463-6813.
