About this opportunity
The City of Rock Hill, South Carolina is requesting proposals for asphalt paving services on the Cherry Park Trail under RFP #2118-RFP, with proposals due August 31, 2026 at 2:00 p.m. The project is funded in part by South Carolina Parks Recreation and Tourism through the Federal Highway Administration, making it subject to 2 CFR 200 and FHWA contract provisions in Attachment A; Davis-Bacon prevailing wage requirements do not apply.
Contractors must hold a South Carolina General Contractor's License with either an Asphalt Paving (AP) or Concrete Paving (CP) classification throughout the contract term. Scope encompasses surface preparation, removal of damaged asphalt sections, installation of stone base and new asphalt overlay, drainage correction, and reapplication of trail markings across three designated areas of the 2.5-mile trail system: Trail Light Pole #27 to #29, Trail Light Pole #30 to #34 (both sides), and Trail Light Pole #39 to #44 (bike route path only). All work must be completed by November 1, 2026, with work hours restricted to Monday through Friday, 7:00 a.m. to 5:00 p.m.
Evaluation uses weighted scoring: Qualifications and Experience (40 points), Approach to Project and Capacity (40 points), and Price (20 points). Required insurance includes general liability of $2 million per occurrence and aggregate, automobile liability of $1 million per occurrence and aggregate, and workers' compensation insurance. A bid guaranty of not less than 5 percent of the bid amount, up to a maximum of $25,000, is required. The awarded contractor must provide performance and payment bonds equal to 100 percent of the contract value, though the City reserves the right to waive this requirement and reduce the contract price accordingly. The City will retain up to 10 percent of invoiced amounts as retainage until project completion.
A non-mandatory pre-proposal meeting and site inspection will be held August 13, 2026 at 10:00 a.m. at Cherry Park. Questions are due August 25, 2026. Mandatory federal compliance includes government-wide debarment and suspension certification and, for any non-federal lobbying funds, Standard Form-LLL disclosure.
