About this opportunity

The City of Ashland, Oregon is requesting sealed bids for construction of the Ashland Wastewater Treatment Plant Headworks Upgrade, with bids due October 8, 2026 and a mandatory prebid conference on September 21, 2026 at 1:00 p.m. at the plant site. Bidders must hold current Oregon Construction Contractors Board licenses and be prequalified with the City of Ashland or Oregon Department of Transportation per ORS 279C.435.

The scope comprises two new influent screens with washer/compactors, a new downstream stacked tray grit removal facility with grit separation and grit slurry pumping equipment, a grit classifier, integral flow splitting to oxidation ditch aeration basins, and associated yard piping, electrical systems, and instrumentation and controls. The design is documented in 83 stamped sheets prepared by Jacobs Engineering and reflects geotechnical exploration identifying fill material and underlying sandstone bedrock, with design bearing pressures of 2,000 to 3,000 PSF, concrete strengths of 4,000 to 5,000 PSI, and seismic design per ASCE 7-22 for Oregon Site Class D. Substantial completion is required within 335 calendar days of commencement, with final completion within 365 calendar days; liquidated damages of $500 per day apply for missing substantial completion.

The project is subject to prevailing wage requirements under Oregon state law and the Davis-Bacon Act, with rates set by the U.S. Department of Labor. The project is funded through the Clean Water State Revolving Fund (CWSRF), triggering good faith efforts for disadvantaged business enterprise participation, lobbying disclosures, and nondiscrimination certifications. Bid security of 10 percent is required, and contractors must file a $30,000 public works bond with the Construction Contractors Board before commencing work. Bids will be submitted on a lump-sum basis with one deductive alternative and must remain subject to acceptance for 60 days after opening. First-tier subcontractor disclosure is required within two working hours of bid closing for subcontractors furnishing labor or labor and materials equal to 5 percent of contract price or $15,000, whichever is greater, or $350,000 regardless of percentage.
