About this file

This is a pre-bid agenda document for the City of Ashland, Oregon's Wastewater Treatment Plant Headworks Upgrade construction project. The project scope encompasses the installation of two new influent screens with washer/compactors, a new downstream stacked tray grit removal facility with grit separation and grit slurry pumping equipment, a grit classifier, integral flow splitting to oxidation ditch aeration basins, and associated yard piping, electrical systems, and instrumentation and controls. The mandatory pre-bid conference is scheduled for September 21, 2026, at 1:00 p.m. at the plant site, with sealed bids due on October 8, 2026. Substantial completion must be achieved within 335 calendar days of commencement, with final completion required within 365 calendar days. Liquidated damages of $500 per day apply for failure to meet the substantial completion deadline.

Bids must be submitted on a lump-sum basis with one deductive alternative and shall remain subject to acceptance for 60 days after opening. Bid security of 10 percent is required, and contractors must file a $30,000 public works bond with the Construction Contractors Board before commencing work. Bidders must hold current Oregon Construction Contractors Board licenses and be prequalified with the City of Ashland or Oregon Department of Transportation per ORS 279C.435. The project is funded through the Clean Water State Revolving Fund (CWSRF), which triggers prevailing wage requirements under Oregon state law and the Davis-Bacon Act, good faith efforts for disadvantaged business enterprise participation, lobbying disclosures, and nondiscrimination certifications. First-tier subcontractor disclosure is required within two working hours of bid closing for subcontractors furnishing labor or labor and materials equal to 5 percent of contract price or $15,000, whichever is greater, or $350,000 regardless of percentage. The design, prepared by Jacobs Engineering on 83 stamped sheets, reflects geotechnical exploration with design bearing pressures of 2,000 to 3,000 PSF and seismic design per ASCE 7-22 for Oregon Site Class D.
