About this opportunity
The Maryland Aviation Administration is soliciting sealed bids for on-call asbestos, lead-based paint, mold remediation, containment, and abatement services at Baltimore/Washington International Thurgood Marshall Airport (BWI) and Martin State Airport (MTN), with bids due February 18, 2026, at 2:00 p.m. via eMaryland Marketplace. This is a Certified Small Business (CSB) set-aside; no MBE or VSBE subcontracting goals are established.
The scope encompasses identification, containment, and abatement of asbestos-containing materials; lead-based paint control; and mold remediation across 53 line items including negative-pressure and mini-enclosure removals, floor and ceiling tile, pipe insulation, transite panels, and personnel services (Maryland Certified Asbestos Supervisors and Workers). Work must frequently occur during off-hours (10:00 p.m. to 4:30 a.m.) to minimize airport operational disruption, with on-site emergency response within eight hours for off-hours calls or 24 hours for routine projects. The contractor must provide industrial hygiene services and comply with Maryland Living Wage Law (Tier 1). All personnel require airport security identification badges including U.S. Customs seals, and the contractor must post a $25,000 Airport Customs Security Area Bond.
The contract term is five years from Notice to Proceed. Pricing is structured as a monthly fixed fee covering badging, bonding, and insurance, plus operating rates for labor and equipment submitted on the bid form with unit costs constant throughout each contract year. The incumbent contractor is Delaware Cornerstone Builders, Inc. (December 2015 through May 2021). A 5% bid bond is required for bids exceeding $100,000, and a 100% performance bond (annualized acceptable) is required upon award. The administration may withhold at least 50% of contract value if work is incomplete or improperly completed. Comprehensive insurance is mandated: $1 million per occurrence / $4 million aggregate asbestos-related liability, $2 million commercial general liability, and $1 million to $5 million automobile liability depending on access areas. Bids are irrevocable for 90 days. Award is contingent on Maryland Board of Public Works approval. The pre-bid meeting occurred January 28, 2026, via Microsoft Teams with 29 prospective bidders; 20 companies expressed intent to submit bids as primes.
