About this file
This is a bid form (Section P) for contract MAA-MC-27-001 issued by the Maryland Department of Transportation, Maryland Aviation Administration, for asbestos, lead-based paint, mold identification, containment, and abatement services at Baltimore/Washington International Thurgood Marshall Airport and Martin State Airport. The contract is a five-year on-call service agreement requiring the contractor to provide all labor, supervision, tools, equipment, personal protective equipment, and environmental remediation expertise. The scope includes 53 line items covering asbestos removal (negative pressure enclosures, mini-enclosures, floor tile, linoleum, roofing materials, pipe insulation, transite panels, ceiling tiles, and thermal insulation removal), lead-based paint removal and stabilization, PCB-containing ballast and fluorescent light tube removal, mercury thermostat switch removal, personnel services (Maryland Certified Asbestos Supervisors and Workers, and laborers), and waste disposal fees for mold-impacted, friable, and non-friable asbestos-containing materials. Bids must include unit pricing for each line item across all five contract years, with unit costs remaining constant throughout each respective contract year. Bids are irrevocable for 90 days following the bid opening.
The bid form requires contractors to submit positive unit price amounts for each service category; negative unit prices are not acceptable. Total contract cost is calculated by combining Part I (five-year fixed-fee monthly costs) and Part II (five-year unit pricing totals), with the lowest responsive bid from a responsible bidder meeting all specifications to be awarded the contract. All pricing must include vendor and subcontractor labor and materials, markup, overhead, profit, delivery, storage, installation, equipment, tools, insurance, and all incidental costs necessary to complete tasks as specified in the contract documents. The contract value listed on the bid form represents the maximum spending authority and is subject to approval by the Maryland Board of Public Works, with actual Administration spending authority dependent on fiscal year appropriations approved by the Governor and State Legislature. Regular time is defined as Monday through Friday, 24 hours per day, with overtime compensation required for work performed on Saturdays, Sundays, and specified holidays (New Year's Day, Martin Luther King Jr. Birthday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, and Christmas Day). The contract requires 24-hour emergency response capability using regular-time rates except as otherwise specified.
