About this file

This is an addendum and pre-bid conference transcript for the Maryland Aviation Administration's request for bid on contract MAA-MC-27-001 for asbestos, lead-based paint, and mold remediation, containment, and abatement services at Baltimore/Washington International Thurgood Marshall and Martin State Airports. The scope encompasses on-call environmental remediation services performed in response to tenant notifications and renovations, with work anticipated to commence within months and continue for several years as terminal operations undergo complete building renovations including shop and restaurant relocations. A pre-bid conference was held on January 28, 2026, at 10:00 AM EST via Microsoft Teams with 29 participants representing prospective bidders and MAA personnel. Twenty-nine companies expressed interest, with most planning to bid as prime contractors, including IG Services, PBI Commercial, Maryland Cleaning and Abatement Service Corporation, Atlas and Viral Care and Abatement Services, Property and Environmental Management Inc., 3D Enviro, BARCO Enterprises, Atmos Solutions, EIS Holdings, Bylt LLC, and ELEMENT Building Sciences. Bids are due February 18, 2026, at 2:00 PM EST via eMaryland Marketplace Advantage (eMMA), with electronic bid opening on the same platform. The contract is designated as a Small Business Reserve (SBR) award requiring bidders to be registered as certified small businesses.

Pricing is based on unit costs per square foot, linear foot, or fitting, with a monthly fixed fee for security, bonding, and insurance separate from work volumes. A bid bond of five percent is required for bids exceeding $100,000, and a performance bond of 100% of contract price is required (annualized acceptable). The incumbent contractor is Delaware Cornerstone Builders, Inc., which held the contract from December 2015 to May 2021, with historical projects ranging from small-scale work (two workers for one day) to larger projects in the $20,000 range. All bidders must be registered on eMMA and with the Maryland State Department of Assessments and Taxation (SDAT) in good standing. Additional requirements include TSA badging for work in secured or sterile areas (typically completed within two weeks), U.S. Customs seals for customs security area access, commercial automobile liability insurance ranging from $1 million to $5 million depending on access areas, and industrial hygiene services for mold and lead-based paint work contracted at the contractor's expense. The contract term is five years. Award is contingent on Board of Public Works approval.

Gina King 00:00 Good morning, I am Gina King with the Maryland Aviation Administration, Office of Procurement and Materials Management. I would like to welcome you to today's pre-bid web conference meeting for contract MAA-MC-27-001, Asbestos, Lead-Based Paint, Mold Remediation, Containment and Abatement Services at Baltimore Washington International Thurgood Marshall and Martin State Airports. I am the Procurement Officer for this project and your sole point of contact for this procurement. With me today are members from the MAA Office of Environmental Compliance and Sustainability as well as Airport Security. I will allow each presenter to introduce themselves. I would like to go over a few housekeeping rules. Please remain on mute to minimize background noise, click the raise hand button to ask questions or to make a comment, and when speaking, please identify yourself, as well as your company. Our agenda for today is as follows. We’ll have introductions. We're going to discuss the procurement process, the project's scope of work, as well as airport security requirements. Should you have questions during this pre-bid meeting, please announce your name and company before asking your question. We ask that you follow-up with all questions in writing after this pre-bid meeting.

At this time, I'm going to begin announcing the prospective vendors. We encourage networking during these meetings; therefore, I will introduce each company that submitted an RSVP to this pre-bid conference. When you hear your company's name, please introduce yourself. Briefly advise if you plan to bid as a prime or sub, your capabilities, and if your company is a certified MBE or DBE. The first company I have is Servpro. Do we have anyone from Servpro? Okay, what about IG services or ISLA General Cleaning Services?

Stacie Peoples 03:00 Yes, Stacie Peoples, I'm with IG Services. We are MBE, we are also SBE, and we are mold certified, asbestos certified and lead certified. What else were you asking us to say?

Gina King 03:24 If you plan to bid as a prime or sub.

Stacie Peoples 03:28 We are planning to bid as a prime.

Gina King 03:32 Perfect. Thank you. Excess Construction and Environmental. Okay, PBI Commercial.

Matt Smith 03:53 Good morning. This is Matt Smith from PBI. We are planning on bidding as a prime. We are mold, lead and asbestos certified.

Gina King 04:06 Perfect. Thank you. Maryland Cleaning and Abatement Service Corporation.

Bob Wiglesworth 04:13 Hello. This is Bob Wiglesworth with Maryland Cleaning. We’re planning on bidding as a prime, and we are mold, lead, asbestos, certified and a small business enterprise.

Gina King 04:24 Awesome. Thank you. Total Environment Concepts. Atlas and Viral Care and Abatement Services.

Baka Kasule 04:47 Yeah, this is Baka Kasule. We hope to bid as a prime, and we are both asbestos & lead abatement certified and mold certified. And we are Maryland MDOT MBE.

BARCO Enterprises.

Bart Harrison 06:08 Hi, I'm Bart Harrison. BARCO Enterprises, we plan to bid as a prime.

Gina King 06:16 Thank you. ATMOS.

Akila Costa 06:21 Present, we specialize in remediation and abatement, as well as environment, health and safety on general construction. We are mold, asbestos and let abatement certified. We are a CBE, MBE and DBE, and we are planning to submit our interest as a prime.

Gina King 06:43 Awesome. Thank you. iTRUST HCM. EIS Holdings.

Jared Dement 06:56 Good morning. This is Jared Dement with EIS Holdings. We are asbestos, mold and lead certified. We would be bidding as a prime, and we are not SBE or MBE.

Gina King 07:08 Okay. Bylt LLC.

Ben Willhite 07:20 Good morning. Ben Willhite here, sorry, I couldn't find the mute button. Yes, we are probably going to bid this as a prime, although we are open to sub-contracting opportunities on this also.

We haven't made that decision yet. We are certified in all of the disciplines. We are not an MBE, although we do have partnerships with MBEs, and would use them on this on this solicitation.

Gina King 07:45 Okay, thank you. If I did not introduce your company, please introduce yourself at this time.

Ian McMullen 07:55 Hi. I'm Ian McMullen with ELEMENT Building Sciences. We'd be bidding as a sub if needed.

We're a full-Service Industrial Hygienist group capable of doing mold and asbestos clearances and whatnot, and we are not a small business.

Gina King 08:12 Okay. Is there anyone else? Well, thank you all for joining us this morning. We're going to keep moving. Now, I will briefly go over the procurement process, as well as the bid documents. The IFB consists of two volumes. Both volumes may be downloaded via eMaryland Marketplace Advantage, or eMMA. The bid number on eMMA is BPM-054939. The website for eMMA is https://emma.maryland.gov. I also want to make a note that this contract has been designated as an SBR. This means that the contract will be awarded to a certified and registered Small Business per COMAR 21.11.01.06. For additional information on registration and certification, you can visit https://emma.maryland.gov. As previously stated, this project has been advertised on eMMA. The bids are due on February 18, 2026, no later than 2:00pm EST. Positively, no bids will be accepted after 2pm EST on February 18, 2026. To submit a bid, bidders must first register on eMaryland Marketplace Advantage or eMMA and the registration is free. Also please note that the bids will be opened electronically on eMMA. The award of this contract shall be made to the responsible bidder that submits the lowest responsive bid that meets the specifications and minimum qualifications set forth in the IFB. To receive a contract award, a vendor must be registered on eMMA. Any questions posed from bidders after this meeting shall be submitted in writing, preferably by email to my attention. My email is gking4@bwiairport.com. The cut off for receipt of all bidder’s questions is February 4, 2026, 3:00pm, local time. Moving forward, we have a member of our Environmental Compliance and Sustainability Team to provide an overview of the project's scope, and I believe we have Mark Williams with us, and he's going to provide that overview. Mark.

Evans Browne 11:35 Mark is here. I’m also here. This is Evans.

Gina King 11:40 Okay, I'm sorry. I apologize. Evans Brown is here, and he is the Contract Manager. Evans, the floor is yours.

Evans Browne 11:49 No worries. My name is Evans Brown. I am the Environmental Compliance Manager for MAA.

Mike asked me to go over the scope today. So, the longer version will be available in Volume 1.

But in general, this is for abatement of asbestos, lead or mold as we come across it, most of our projects are in response to either renovations or tenant notifications. Tenant notifications primarily in response for mold issues, when tenants renovate their spaces, that is when we will move in and remove any lead or asbestos that is identified in those spaces. We're not overhauling the whole airport, pushing everyone out as we go through room by room, but as rooms become available, we remove what we can. Mark, may you help me out on this. Do we want to go in more detail on this, or is a brief overview what you need?

Mark Williams 13:23 I think we just need a brief overview. So basically, it's going to be, the airport has just reissued a new tender for, terminal operations, for people to come in and operate the shops and the restaurants throughout the terminal building. So, there's going to be a complete building renovations, and most of the shops and restaurants will be renovated and relocated. So, as part of that program, we're going to be doing probably a good bit of asbestos and mold work for those renovations. That work should be starting probably within the next couple months here and go for the next few years. So, part of this contract will be doing a lot of the work to abate any type of asbestos before the tenants move in to renovate their new locations.

Gina King 14:24 Okay, Evans, did you have anything else that you wanted to add?

Evans Browne 14:29 No. Unless there are any questions?

Gina King 14:32 Okay, we're going to get to the questions in just one second. Before we get to the questions, I want to go over the security overview. The Program Manager is Jeff Miller, and unfortunately, he's not able to be with us, so I'm just going to go over the security requirements. If you're working in the SIDA, Secured Area or Sterile Area, you will need a BWI Thurgood Marshall identification badge. This is a TSA requirement. It usually takes about two weeks to complete the badging process. MAA performs a fingerprint based FBI Criminal History Records Check(CHRC) and a Security Threat Assessment(STA). For the STA, the applicant’s name is ran through a number of different databases to see if your name is on any list. When the CHRC and STA are approved, your authorization signer will receive an email informing them to send you to the badge office for a badge. If you are going to be working in the Federal Inspection Service Building, you will need to apply to Customs Border Patrol for a Custom Seal. CBP performs its own background check. The authorized signer receives an email when it is approved. You are advised to badge as many people on your team as you can. Someone without a badge may be escorted by someone who has escort authority, but the person performing the escort cannot work. The only job is to watch the employees being escorted. One person with escort authority may escort up to five unbadged employees. If you need to operate a vehicle on the airfield, you must take the test to get an Airfield Operator's Permit. You must pass this test with a score of 80 or better. You may repeat the test three times. If you don't pass it, you will not be driving at BWI Thurgood Marshall. Additionally, your vehicle will need a decal, which requires an inspection of the vehicle. The decals are issued by the Office of Airport Operations.

If this contract requires that your employees have access to communications or utility rooms, the access is controlled by two different offices. Communication closets are controlled by information technology and the utility rooms by facilities maintenance. Access can be granted at the company level, which only requires the blessing of representatives from facilities maintenance or information technology or both types of rooms. Individual access may be granted if Request for Access Form MAA-079, is completed for each employee that needs access. The form must be signed by the employee, his or her authorized signer and a representative from facilities maintenance for utility rooms and/or a representative from information technology for communication rooms. Both types can be on one form. Alright we are pushing right along. As a reminder, in order to be eligible for an award, you must meet all of the minimum qualifications, which means you must be registered as a small business reserve contractor, you must be registered on eMMA. You also need to register with SDAT and be in good standing. And a Notice to Proceed is contingent on Board of Public Works approval, and I am going to move right on. At this time, we will take questions, but please be reminded any questions posed and responded to at this meeting will be included in the minutes of this meeting. Any questions posed from bidders after this meeting shall be submitted in writing by email to my attention, gking4@bwiairport.com. The cut off for receipt of all bidder questions is February 4, 2026, at 3pm EST. The minutes of this meeting, attendance and all responses to questions will become a part of an addendum for this procurement. The Addendum will be posted on eMMA, and at this time, we will begin taking questions. Before we take questions. If you joined late or did not have an opportunity to introduce yourself or your company, please do so at this time.

Nikki Satari 20:06 Excuse me. I was trying to unmute myself. Sorry. Hi, this is Nikki Satari. I'm from Total Environmental Concepts and we are bidding as a prime. We are asbestos and lead certified and more.

Gina King 20:19 Thank you and welcome. Do we have anyone else?

Akila Costa 20:25 Yes, this is from Atmos Solution. Just have a quick question. Is the procurement team planning on keeping the SBR requirement? Is there an opportunity where that might be proposed as not a requirement, if enough vendor shows that they do not have SBR registration.

Gina King 20:57 At this time, the procurement has been designated as an SBR, and I don't foresee in the future that changing, but if something should change, everything will be posted as an Addendum in eMMA. Okay, does anyone else have any questions?

Bart Harrison 21:26 Yeah, Bart Harris and BARCO Enterprises, I have several questions. On your invitation to bid that you sent out, it calls for a 5% bid bond, for bids over 100,000 and performance and payment bonds. However, on your bid form, for bid gratuity, it says N/A, but doesn’t say anything about performance and payment bonds on there, it's kind of a contradiction. Can you clarify whether bid and performance bonds are required, and if performance bonds are required will there be a line item added for the cost of those bonds? Would you want us to include that in a monthly fee?

Because we don't know how much work you're going to give us. So, we're putting a bid bond out for 300,000 or half a million dollars for your project. Obviously, we're paying for that amount, and if you don't give us that much work, we're still paying for the bond. So, there should be a line in it for that, or we put it in the monthly. Next, you talked about the security, my company had this contract a few years back for five years, and what we found out is we have to get people certified for all the areas you have, because we don't know where you're going to come up with work at. So, if you contact us and you have work over in the customs area, we already need to have those badges on our people beforehand, or your work's not going to get done in a reasonable amount of time. Same with access on the flight side, we had to have trucks labeled ready to go when you needed work. So just to comment on that. What else was there? I didn't see anything about a minimum fee. Obviously, all your jobs aren't going to be large jobs. They could be, two people for a couple of hours and all you have is a square footage right here, not a minimum fee that we should be able to charge for hourly rates. Could that be considered for small projects you have? So, if you have us come to a closet which is four square feet of tile, I'm not going to be able to charge you enough for that to make it worth our while. Can there be a minimum charge added for small scale, short duration projects?

Gina King 23:34 Okay, I am taking note of all of the questions, and I'm going to meet with both the contract manager as well as the procurement team, and all of the questions will be answered in the form of an addendum, and please don't forget to email me those same questions.

Bart Harrison 23:55 Absolutely I will. Thank you very much.

Gina King 23:56 Thank you.

Akila Costa 23:59 Could you also please share the incumbent; the current incumbent information, and who the current incumbent is?

Monica Queen 24:09 You can put that question in writing, and we'll provide it on an upcoming addendum. This is Monica queen. Thank you

Akila Costa 24:16 Understood. Thank you.

Ben Willhite 24:21 Good morning. Ben Willhite with Bylt, LLC. I had a question about the automotive insurance requirement on page 23, specifically commercial automotive liability insurance sub bullet A(3), it says a limit of not less than $5 million and then in parentheses, it says $10 million for each accident. Could we please get clarification on the action number required for that?

Gina King 24:50 Yes.

Ben Willhite 24:51 Thank you.

Gina King 24:52 Thank you for your question.

Monica Queen 24:58 And again, add that question in writing to Gina and we'll clarify for everyone.

Ben Willhite 25:05 Absolutely. Thank you.

Monica Queen 25:08 Thank you.

Gina King 25:13 Did we have any more questions? Okay, well, this will conclude today's pre-bid conference. We thank you for your interest and good luck with your bid. Have a good afternoon, everyone.

Meeting officially ended at 25:33

Addendum 1

1. The invitation to bid stated that a 5% bid bond over $100,000.00 is required, as well as a performance and payment bond. However, the Section P, Bid states "Bid Guaranty - N/A". Please include a line item for our bond rate to be added to each project. P&P bond costs are based solely on the dollar amount of the work performed. At this point, neither the Administration nor the Bidder has any way of knowing exactly how much work will be performed annually. Unless MAA is willing to provide a fixed dollar amount for all Bidders to base their bonds on. A bond rate line item will allow MAA to only pay for the exact dollar amount of work performed.

Each Bid or Proposal over $100,000 total price shall be accompanied by a bid guarantee (Section L) in the amount of five

(5) percent of the total contract price. A Proposal or Bid shall not be considered unless accompanied by a bid guarantee.

Acceptable Bid Guarantee shall be as set forth in COMAR 21.06.07.01B

BARCO held this contract for five years, 12/16/15 to 05/31/21. Although there were several larger projects in the twenty-thousand range, the majority of the projects were small-scale, short-duration, ranging from two workers for one-day to four workers for four days. The unit cost per square foot, per fitting, or per linear foot is not cost-eƯective or fair to the Contractor. Could the

MAA consider adding a line item for minimum project change? This would allow the Contractor to change a fair unit cost for the under 500 category without needing to raise the unit cost to cover the task under 50 to 100 square feet.

Disposal starts at 1 cubic yard; a lot of small

projects will never reach 1 cubic yard. Could that be broken down to 1/4 cyd, 1/2 cyd, and 1 cyd?

There appears to be no line item for carpet, floor, and mastic, which is very common within the airport. There appears to be no line item for carpet, floor, and mastic, which is very common within the airport.

There appears to be no line item for moldy drywall or ceiling tile, which will be a significant amount of your mold remediation. Could this be added?

At this time, MAA is not changing the Bid Forms.

Our company would like to do bidding as a sub-contractor. I would like to know if you could please send me the list of all the contractors that attended the pre-bid meeting so that I can reach out to them.

The attendee list is included in the Meeting Minutes, which will be included in

Addendum 1

Subject: RFI – Commercial Automobile Liability Insurance Limit (Movement Area Access) In the Commercial Automobile

Liability Insurance requirements for Restricted Areas (Movement Area Access), the text states “Five Million Dollars,” while the parenthetical amount states “$10,000,000” per accident. Please confirm the correct required Commercial Automobile Liability Insurance limit for

Movement Area Access and advise whether this will be corrected by addendum.

2. Commercial Automobile Liability Insurance

a. The Contractor shall maintain automobile liability insurance and, if necessary, commercial umbrella liability insurance with limits, which may be increased by the Administration, as deemed necessary, as set forth below:

1) Non-Restricted Areas (Areas accessible to the General Public). A limit of not less than One Million

Dollars ($1,000,000) for each accident.

2) Restricted Areas (Non-Movement Area Access – Aircraft ramp areas). A limit of not less than Five Million Dollars ($5,000,000) for each accident.

3) Restricted Areas (Movement Area Access

– Runways and Taxiways). A limit of not less than Five Million Dollars ($5,000,000) for each accident.

Subject: RFI – Bond Requirements and Definition of “Total Contract Price”

Each Bid (Section P), if in the amount of $100,000 or more, must be accompanied by a Bid Bond in the amount of 5% of the total

The solicitation references bid and performance/payment bonding requirements, but there appears to be inconsistency between the IFB, Contract

Summary, and Special Provisions.

Please clarify: Which bonds or guarantees are required for this contract (bid bond, performance bond/guarantee, payment bond/guarantee).

For purposes of determining bond or guarantee amounts, how “total contract price” is defined for this five-year, on-call, unit-price contract (for example, evaluated bid amount, annual value, or another basis).

Whether performance and/or payment guarantees are intended to be annualized rather than based on the full five-year evaluated value.

contract price.

A Performance Bond (Section B) in the amount of 100% of the contract price shall be required of the successful Bidder.

The Performance Bond may be annualized.

A Payment Bond is not required.

Subject: RFI – Monthly Fixed Fee Scope and Adjustability

The solicitation references a monthly fixed fee related to security badging, bonding, and insurance.

Please clarify:

Whether the monthly fixed fee is payable for each month of the contract term regardless of work volume, or only during months when work is authorized.

Whether the monthly fixed fee is firm for the full contract term, or subject to annual adjustment based on documented insurance and bonding costs.

If required insurance limits are increased by the Administration during the contract term, whether associated premium

Subject: RFI – U.S. Customs Seal and Airport

Customs Security Area Bond

The solicitation references U.S. Customs seals and a $25,000 Airport Customs Security Area

Bond.

Please clarify:

Whether U.S. Customs seals are required for all contractor personnel, or only for personnel requiring unescorted access to Customs Security Areas.

Whether the $25,000 Airport Customs Security Area Bond is required for the contract generally, or only when Customs-area access is required.

When the Customs seal(s) and the $25,000 bond must be in place (at award, prior to NTP, or prior to first Customs-area access).

Customs seals will be required prior to work in the Customs Security Areas. It is recommended to start the process at NTP, as the CBP evaluation can be lengthy. Escort procedures and requirements will apply.

Subject: RFI – Industrial Hygiene Responsibilities and Reimbursable Costs The Technical Provisions reference both reimbursement of an industrial hygienist and contractor responsibility for certain IH services.

Please clarify: Which industrial hygiene services are provided by the Administration versus required of the Contractor.

Whether Contractor-required personal air monitoring and associated laboratory analysis must be included in unit pricing, or whether any IH services are reimbursable under Section P.

For mold and lead-based paint work, whether any third-party monitoring or clearance testing is provided by the

IH services (air monitoring, testing, and clearance) will be coordinated by MAA for asbestos remediation tasks. For mold and lead-based paint work, it is the Contractor's responsibility to sub-contract an IH for monitoring and clearance as needed.

Administration or is the Contractor’s responsibility.

Subject: RFI – Incumbent Contractor and

Historical Contract Spend

During the pre-bid conference, it was noted that incumbent information could be provided via addendum upon written request.

Please provide: The name(s) of the current incumbent contractor(s) for Contract MAA-

MC-27-001 or its predecessor.

If available, the approximate annual and/or total contract spend under the prior contract.

Any available spend projections under the new contract.

The current contract is held by Delaware Cornerstone Builders, Inc.

Footnotes for lead abatement states that the 3rd party Industrial Hygienist (IH) costs are to be included in the unit pricing. Can you clarify if this applies to the asbestos portion too? The contractor has to provide their own 3rd party IH for both lead and asbestos abatement?

For Asbesots tasks, MAA OECS will coordinate an IH through a separate MAA contract.

It is unclear whether the work locations can all be accessible using ladders. Will the contractor need to bring in scaƯolding or lifts for any of the work?

Yes. Some locations will require the use of scaƯolding or lifts.

Task Order Structure & Response Time:

Can the MAA clarify the expected response time for task orders under this contract (e.g., emergency vs. routine work), and whether response time requirements diƯer between BWI and Martin State Airport?

A reasonable response time is expected for either airport, however, this is not intended to be an emergency response contract. A fiber release episode in a public space will require a more rapid response for containment, however immidiate emergency mobilization is not expected.

Licensing & Jurisdiction Clarification:

For mold-related task orders, can the MAA confirm whether Maryland licensure requirements apply uniformly across all facilities, and whether any airport-specific policies exceed State minimum licensing requirements?

There are no airport-specific polices that would exceed the State licensing requirements.

Industrial Hygiene & Air Monitoring:

Section Q indicates the contractor is responsible for hiring an industrial hygiene firm for personal air monitoring.

Please confirm whether the MAA requires the use of a pre-approved IH firm list, or if qualified firms may be selected at the contractor’s discretion.

The selection of a qualified IH firm is at the contractor's discretion.

Bid Bond & Task Order Thresholds:

The bid documents note that bid bonds and performance bonds are not required for contracts under $100,000.

Please confirm whether bonding requirements are evaluated per individual task order or against the cumulative value of work performed under the contract.

After-Hours / Airport Operations Constraints:

Are there anticipated restrictions on work hours, access windows, or escort requirements that should be assumed for pricing purposes, particularly for work performed within secure or active airport areas?

Work hour restrictions will depend on location. Publicly accessible locations may require night work (10pm-5am) or privacy barriers. Tenant spaces may be accessible only during hours of operation and/or escorts. All work within airport security areas will require badged workers, or 1 badged non-working escort per 5 unbadged workers.

Unbadged individuals are not permitted to leave the escorting badge holder's direct control and supervision. We recommend badging all intended workers.
