Buffalo Public Schools (BPS) in Erie County, New York is soliciting proposals from certified firms to provide asbestos abatement and disposal services across its portfolio of over 70 schools and facilities through RFP 27-0627E5-005. The procurement encompasses both planned abatement projects guided by the district's current AHERA Management Plan and emergency abatement work on an as-needed basis, with required services including pipe insulation removal and cleanup of insulation debris, repair of damaged pipe fittings, and removal of damaged asbestos floor tile and damaged fire doors. Respondents must be certified asbestos contractors with a minimum of five years' experience with similar-sized school districts or agencies, maintain current asbestos contractor licenses and certifications, provide proof of respiratory protection and medical surveillance programs, and demonstrate 24/7 emergency response capability with on-site availability within one to two hours of notification. The RFP was released March 2, 2026, with written questions due by March 16, 2026, answers posted March 20, 2026, and proposals due April 2, 2026 at 4:00 PM EDT; respondents must complete a site visit prior to each project and meet with the Director of Safety and Health to discuss scope of work. The evaluation will be conducted on a best value basis with evaluation criteria including cost (30 points), qualifications and experience (20 points), certifications and licenses (20 points), project approach and schedule (20 points), and compliance (10 points), with a minimum non-cost score requirement of 40 out of 70 points. The anticipated award date is May 20, 2026, with contract performance beginning July 1, 2026, and extending through June 30, 2027, with five potential one-year renewal options available through June 30, 2032.

No set-asides for disadvantaged enterprises are specified in this procurement; however, respondents must submit completed MWBE utilization plans documenting any minority and women-owned business enterprise participation and provide Equal Employment Opportunity demographic reporting. The prior awardee is Stohl Remediation under contract 23-0624E2-073 with a current annual award amount of $100,000, which may serve as a reference for anticipated contract value. No subcontracting is permitted for asbestos removal work, and the award will not be split among multiple respondents, meaning a single certified firm will be selected for the duration of the contract period. All successful respondents must furnish proof of workers' compensation insurance and public liability and property damage liability insurance with minimum policy limits of $500,000 per person and $1,000,000 per accident for bodily injury and $300,000 for property damage, and may be required to provide a performance bond equal to 100 percent of the bid amount. New York State Department of Labor prevailing wage requirements apply under PRC# 2026005271. Respondents must also comply with the Buffalo Public Schools Data Sharing and Confidentiality Agreement if they will receive access to student data, teacher performance review data, or related educational records, and all proposals must include signed certifications of non-collusion and compliance with restrictions on contact as established under New York State Finance Law 139-J.
