About this opportunity

The City of Long Beach is requesting proposals for as-needed, full-service plumbing maintenance and emergency repair services across multiple City departments and facilities under RFP CE-26-779, with proposals due December 1, 2026 at 11:00 a.m. (PT). Questions are due November 3, 2026.

Minimum qualifications are an active California C-36 Plumbing Contractor license, valid Long Beach business license, current California Department of Industrial Relations registration, and at least three years of demonstrated experience performing plumbing services for municipal or public agency facilities. All work must comply with California prevailing wage laws and certified payroll reporting requirements. The Equal Benefits Ordinance applies to contracts valued at $100,000 or more; contractors must provide equal benefits to employees with spouses and domestic partners across specified benefit categories, or provide evidence of a City-issued waiver, prior to contract execution.

The scope covers routine and emergency repairs for water lines, sewer lines, fixtures, and related systems at approximately five City departments, including Police Department headquarters and inmate holding facilities. Services must be available 24 hours per day, 365 days per year, with emergency response required within two hours of notification and non-emergency response with four-hour callback and 24-hour onsite arrival.

Pricing is itemized hourly rates for regular hours, after-hours work, and emergency response services, with all labor, materials, equipment, tools, transportation, and taxes included. Rates remain firm for the entire contract term. Work is billed per occurrence with no guaranteed minimum value; payment is remitted within 30 calendar days of invoicing.

The contract term is initial two years with options to renew for three additional one-year periods, not to exceed five years total. Evaluation criteria are organizational capacity and experience (30%), method of approach (40%), communications and reporting (20%), and reasonableness of cost (10%). Estimated contract execution is February 2027.
