Method of Approach
1. Proposers shall summarize their proposed methodology to meet all requirements of this RFP. Also, provide an overview of documents required in order to successfully provide the services described in this RFP (i.e. procedures checklists, sample project reports)
2. What will you do if you encounter a condition that is outside the anticipated scope of work? Describe your process from discovery through communication, pricing, authorization, and completion.
3. Describe your process for diagnosing and resolving complex or recurring plumbing problems, including sewer backups, deteriorated piping, drainage/slope issues, leaks, and underground plumbing failures.
4. Explain the diagnostic equipment and methods your company uses, such as sewer cameras, hydro-jetting, leak detection, and locating equipment, and how you determine whether a repair or replacement is the most appropriate long-term solution.
5. Describe your approach for responding to urgent and emergency plumbing issues at facilities that operate 24 hours a day, 7 days a week. Include your after-hours dispatch process, expected response times, escalation procedures, staffing availability, and how you would prioritize issues involving loss of water, sewer backups, overflowing fixtures, or conditions that could require a facility or portion of a facility to close.
6. Describe how your company would plan and execute plumbing repairs that require water shutoffs, restroom closures, sewer interruptions, wall/floor demolition, or other disruptions. Include how you would coordinate shutdowns, provide advance notice, establish temporary solutions when feasible, and minimize impacts to staff, clients, patients, and 24-hour emergency public safety and shelter operations.
7. How will your company ensure that front-line employees consistently follow the requirements of the contract, maintain quality and safety standards, and respond appropriately to customer or facility needs when a supervisor is not on site?
8. What response-time commitments are you willing to make for routine, urgent, and emergency service calls, and how will you ensure those commitments are consistently met?
9. Proposers shall identify anticipated risks and potential issues to implementing all services described in this RFP, and providing implementable actions/resolutions to mitigate those risks/issues, address risks/issues and other operational/technical/legal challenges.

Communications & Reporting
1. Describe your communication process from the initial service request through completion of the work. Include how emergency calls are acknowledged, how estimated arrival times and delays are communicated, and how significant findings or changes in the scope of work are escalated to City staff.
2. Describe the documentation provided following service calls and repairs. Explain how your company documents the problem identified, root cause, work performed, materials used, photographs/video when applicable, recommendations, and any additional repairs or preventive maintenance that may be required.
3. For plumbing issues that cannot be resolved during the initial service call, describe how your company will provide ongoing status updates to City staff. Include how you communicate timelines, parts/material availability, temporary mitigation measures, changes in conditions, and anticipated impacts to facility operations.
4. Proposers shall provide a summary of the data and reporting systems that will be used to routinely evaluate contract performance and measure services provided, and identify and propose any additional or alternative performance metrics to track that would aid in such evaluation. Proposer is expected to, at minimum, provide quarterly reports of response to requests at city facilities to determine number of repeat responses to determine if further evaluation of facility is needed to make permanent fixes/corrections.
5. Proposers shall explain how employees responsible for front-line service delivery will be supervised.
6. Proposers shall explain how they will report on performance to the City, and coordinate with the City to meet the objectives of the RFP.
7. The City requires that the Awarded Contractor provide proof of payment of any subcontractors used for this project. If the proposal includes subcontractors, please describe the plan for how the City will be notified of such payments.
