1 The Opportunity
1.1 Project Summary
The City of Long Beach is seeking qualified, State‑licensed plumbing contractors to provide as‑needed, full‑service, on‑call plumbing maintenance and emergency repair services at various City facilities. The selected Contractor will support reliable operations of City buildings and infrastructure by delivering timely responses, high‑quality workmanship, and comprehensive plumbing solutions. Services will include both routine and emergency repairs for water lines, sewer lines, fixtures, and related systems.
1.2 Background
The City maintains a diverse portfolio of facilities that require ongoing and responsive plumbing support. These locations serve residents, employees, and the public daily, and uninterrupted functioning of plumbing systems is essential to public health, facility operations, and service delivery.
Historically, plumbing services have been procured through an as‑needed, multi‑year contract designed to ensure consistent availability for both scheduled work and urgent requests. This new solicitation builds on prior service models while modernizing expectations for responsiveness, quality, safety, and partnership with the City’s designated representatives.
This essential service will support approximately five City departments for as‑needed maintenance or repair, ensuring consistent and timely plumbing support across varying operational environments. This includes servicing the City’s Police Department headquarters and their inmate holding facilities.
The City seeks to streamline the delivery of plumbing services across multiple departments by consolidating requirements into one unified solicitation. Contractors will be expected to coordinate closely with the City representative, who will identify needed work and materials when initial service calls are placed.
1.3 Goals
Through this procurement, the City aims to:
Ensure timely and dependable plumbing maintenance and repair services for all facilities.
Reduce downtime and prevent service disruptions for employees, residents, and visitors.
Maintain plumbing systems in safe, code‑compliant, and fully operational condition.
As-Needed Plumbing Services | RFP - CE-26-779 | Template v7.8.26| 6
Establish a responsive and accountable partnership with a Contractor who demonstrates strong communication, skilled personnel, and high‑quality work.
Provide the City with flexible, as‑needed plumbing support—ranging from minor repairs to major emergency response—throughout the duration of the contract.
1.4 Award Terms
This contract will be for a period of two years with the option to renew for three additional one-year periods. The total contract term will not exceed five years.
2 Scope of Work
2.1 Description of Services
The Contractor shall provide full‑service, on‑call plumbing and emergency maintenance and repair services to City facilities as outlined in this document. Work will include a comprehensive maintenance and repair program consisting of laying out, installing, replacing, piping, testing, and repairing plumbing systems and components. These services encompass field repair and replacement of damaged house water lines, sewer lines of various materials, copper and plastic service lines, and other system infrastructure. Basic excavation will often be completed by the City prior to the Contractor’s arrival. Because plumbing needs may arise at any time, work may be required both during and outside of normal operating hours, including after hours, weekends, and holidays, depending on urgency.
Systems serviced under this contract include domestic water; heating, cooling, hot water, conditioned water; pool and water‑feature systems; sanitary sewer and storm drain systems; and all related components required for municipal buildings and facilities. The Contractor shall be responsible for installation, repair, and maintenance of fixtures such as commodes, urinals, drinking fountains, sinks, faucets, showers, garbage disposals, pools, water spray features, and any additional plumbing issues that may arise. Specialized services such as hydro‑jetting, drain clearing, and video camera inspections may be required to ensure safe, reliable, and well‑maintained influent, effluent, and closed‑loop systems used by City staff and the public.
To meet these demands, the Contractor must retain professional personnel who have successfully and competently performed plumbing and emergency maintenance services for municipal facilities or projects of similar scope and complexity. All work must be performed according to the highest industry standards, applicable codes, regulatory requirements, warranties, and prevailing trade practices. The Contractor shall furnish all labor, supervision, materials, supplies, tools, equipment, transportation, and shop facilities
As-Needed Plumbing Services | RFP - CE-26-779 | Template v7.8.26| 7 necessary to perform high‑quality work. It is the Contractor’s responsibility to effectively repair and maintain all aspects of plumbing systems within City facilities, ensuring minimal downtime and meeting the satisfaction of the City representative.
The Contractor must be capable of responding to emergency repair requests twenty‑four hours per day, 365 days per year. Emergency calls require onsite response within two hours. Non‑emergency service requests require call‑back within four hours, onsite arrival within twenty‑four hours, and completion of work within three days unless otherwise approved. Work performed outside regular business hours shall be billed at the appropriate After‑Hours rate; however, most work is intended to be completed during normal business hours unless prior approval is granted.
The Contractor shall leave all work areas free of dirt, debris, and materials used during service; shall discard unused materials; and shall protect all buildings, landscapes, and hardscapes against damage. Any damage caused by Contractor operations must be repaired or replaced at the Contractor’s expense. Proper barricades, warning signs, and safety measures must be erected to protect staff and the public during work.
The Contractor must maintain all required licenses—including a valid State plumbing contractor license—and comply with all City, State, and Federal permit, insurance, and regulatory requirements. All personnel performing work must hold a journeyman certification or be supervised as an apprentice. The Contractor shall provide adequate staffing, tools, and vehicles necessary to support all plumbing maintenance and repair functions during normal operations and in response to emergency needs. Additionally, the Contractor shall not bill for unnecessary or incomplete repairs, work performed by unqualified personnel, or repairs that fail to resolve the identified issue. Invoices must include itemized materials, taxes, and labor.
This contract is intended to provide the City with complete, finished, and reliable plumbing work. The Contractor is expected to perform all tasks necessary to deliver fully completed repairs and maintenance services. Work will be billed per occurrence, and the contract will not have a guaranteed minimum value. The Contractor shall ensure that any suggested or recommended services are explicitly identified as recommendations and are clearly segregated from services rendered, allowing the City to consider and authorize such recommendations before work proceeds.
Warranty/Maintenance and Service The Contractor shall guarantee all Work against failure due to defective materials and faulty workmanship for a period of one (1) year after the date of acceptance of the Work by the
As-Needed Plumbing Services | RFP - CE-26-779 | Template v7.8.26| 8
City, unless some longer period is expressly set forth in any manufacturer's warranty. When defective material or workmanship is discovered which requires repair or replacement under guarantee, the Contractor shall furnish all necessary labor, materials, and equipment to correct and make good, at no expense to the City, all such defects. Repair or replacement shall commence within 24 hours after written notice has been given to the Contractor by a City representative, and shall be diligently and continuously performed until the repair or replacement is completed and accepted.

2.2.2 Contract Management
Communication and Management: Implementation of this contract will be a coordinated partnership between the City and the Awarded Contractor. The Financial Management Department, Procurement Services Division, will serve as the primary contract administrator responsible for oversight, compliance, and high‑level issue resolution. While Procurement Services manages the contract broadly, individual City Departments will initiate and facilitate their own service requests based on operational needs.
For each service request, the Department will identify a designated requester. The Contractor must treat this individual as the primary point of contact for all communication regarding the specific task, including scheduling, service updates, clarifications, on‑site coordination, and post‑service confirmations. All correspondence, estimates, and invoices must reflect the correct Department and the designated requester associated with that service request.
The City and Contractor may meet periodically to review service trends, discuss operational challenges, assess responsiveness, and identify opportunities for improvement. Meetings may include Procurement Services staff and representatives from Departments actively receiving services. This collaborative structure ensures transparency, timely issue resolution, and consistent contract management throughout the agreement period.
Performance Reports: To support ongoing contract oversight, the Contractor shall provide performance data to monitor progress against established metrics. Performance reporting must include summary information on response times, service completion timelines, quality of work, safety practices, invoice accuracy, and any other performance measures identified by the City.
Reports must highlight performance for each Department receiving services and must identify the corresponding Department requester for each tracked item. Data shall include service dates, work order numbers, and confirmed completion status, along with any relevant documentation supporting the metrics.
Unless otherwise directed by the City, performance reports shall be submitted annually to each Department for review of their own performance report. The City may adjust reporting frequency or required data elements based on operational needs, compliance findings, or observed trends in service delivery.

2.2.3 Contract Payment
The City of Long Beach issues payment based upon services rendered. After a contract is finalized and work is performed, the Contractor should invoice the City. The City will remit payment within 30 calendar days of being billed.
To ensure accurate and timely payment, the Contractor must submit invoices directly to the requesting Department rather than to the City as a whole. Each invoice must clearly identify the Department, the City representative who requested the work, and the specific facility or location where the services were performed.
Invoices must include detailed line‑item descriptions for all work performed, including labor hours, materials used, equipment charges, taxes, dates of service, and the corresponding work order or service request number. Each cost item must be clearly broken out so the Department can verify the accuracy of the charges. Any supporting documentation such as receipts, quotes, material lists, or estimates must be included with the invoice to substantiate all billed items.
Invoices that do not reflect Department‑specific billing or that lack sufficient detail may be returned for correction and may result in delayed payment. Only complete invoices that meet these requirements will be acknowledged for processing by the City of Long Beach.
