About this opportunity

Imperial County is requesting quotations for as-needed, on-call material hauling services for fiscal year 2026-2027, with quotations due September 14, 2026 at 2:00 p.m. via PlanetBids. The County anticipates purchasing approximately 50,000 tons of asphalt concrete and aggregate materials and reserves the right to award to multiple responsive and responsible vendors, distributing work based on project location, contractor availability, response time, equipment availability, past performance, and hourly rates.

The scope encompasses picking up asphalt concrete mixes and aggregate materials from commercial suppliers in Imperial County and delivering them to various county road maintenance projects using bottom dump trucks with trailers for asphalt and construction end dumps for aggregates. Work typically occurs Monday through Friday, 7 a.m. to 4 p.m., though county-wide emergencies may require non-standard hours and weekend work. The County will issue multiple Notices to Proceed throughout the fiscal year with typical 3–5 calendar day advance notification.

Vendors must submit fully burdened hourly rates for each truck type, with billable time commencing when trucks depart from the contractor's yard and concluding upon return. The total annual budget is $300,000 with no guarantee of minimum work assignments. The contract runs through fiscal year 2026-2027 or until funding is exhausted, whichever occurs first, with no renewal options.

Prior to contract finalization, contractors must obtain a California DMV Motor Carrier Certificate, Certificate of Insurance, Business License, and DIR Registration as a public works contractor. California State prevailing wage requirements apply to all operator compensation. All contractors must comply with California State Division of Industrial Safety orders, OSHA regulations, and applicable California Vehicle Code requirements. The County will not consider quotations received after the deadline and reserves the right to reject any or all quotations.
