About this opportunity

The California Arts Council (CAC) is issuing a Request for Proposal (RFP) for its Arts in Corrections (AIC) program, seeking to contract with nonprofit organizations, tribal governments, arts-related units of government, or other entities (referred to as Coordinating Organizations) to provide arts workshops with Arts Providers in cultural practices, design, literary, media, multidisciplinary, performing, traditional, and visual arts to people currently incarcerated in California Department of Corrections and Rehabilitation (CDCR) adult facilities. The RFP outlines the expected competence and minimum qualifications for Coordinating Organizations, including being California-based, demonstrating the ability to conduct high-quality participatory arts and cultural educational programs, and having experience providing programming to individuals who are incarcerated. Proposals will be evaluated based on the Proposer's experience, project plan, qualifications of Arts Providers, and budget. The contract term will be from November 1, 2024, to September 30, 2025, with the possibility to extend for one additional year. The maximum budget per proposed institution is $86,000, and the maximum budget per organization for all awarded current contracts may not exceed $1,500,000.

The RFP encourages broad participation and allows for the possibility of multiple contracts to be awarded for the same institution. Preference programs are available for certified small businesses, micro businesses, non-small business subcontractors, and nonprofit veteran service agencies. The CAC is committed to the accessibility of its online content and will provide interpretations or written translations of the RFP in other languages upon request. Proposals are due by October 14, 2024, and the CAC reserves the right to award multiple contracts through this RFP process and to reject any or all proposals.
