About this opportunity

Santa Rosa County Board of County Commissioners, in partnership with Escambia County Marine Resources Division and the Florida Fish and Wildlife Conservation Commission, is soliciting proposals for the Artificial Reef Construction, Transportation and Deployment project (FWC 21366 NRDA EscaRosa), funded through Natural Resource Damage Assessment programs related to Deepwater Horizon Oil Spill restoration. The procurement seeks qualified contractors to manufacture, transport, and deploy approximately 10-15 prefabricated concrete patch reef modules spaced approximately 500 feet apart at the Escambia Nearshore East Artificial Reef Site, located approximately 5 nautical miles southeast of Pensacola Pass at water depths of 45-65 feet. Four approved module types are specified: Type A (6ft x 6ft x 2ft hollow concrete base with three concrete discs and vertical pole), Type B (8ft tall hollow concrete polyhedron with openings), Type C (15ft tall hollow concrete polyhedron), and Type D (15ft tall hollow concrete polyhedron with three interior concrete discs). Contractors must provide all supervision, labor, materials, equipment, and operations for module fabrication, handling, loading, transportation, and precise placement within 10-15 feet of county-provided coordinates in compliance with all federal, state, and local permit requirements. The estimated construction completion date is March-April 2026, with substantial completion required within 120 calendar days from the Notice to Proceed and final completion within 30 additional calendar days. A non-mandatory pre-bid meeting is scheduled for 10:00 a.m. on December 11, 2025, at the Santa Rosa County Environmental/Engineering Department, 6051 Old Bagdad Highway, Suite 301, Milton, Florida 32583, with virtual participation available via Microsoft Teams. Written questions must be submitted through the Santa Rosa County Procurement Portal by 12:00 p.m. on Friday, December 19, 2025, and all proposals must be submitted electronically through the procurement portal by 10:00 a.m. Central Standard Time on Friday, January 9, 2026, with public opening conducted via Teams. Evaluation criteria are weighted as follows: Material Specifications (20 points), Unit Cost of Proposed Reef Modules (20 points), Deployment Resources Available (10 points), Deployment Plan (20 points), Schedule of Operations (10 points), and Experience and Understanding of artificial reef projects (20 points). Contractors must demonstrate successful completion of at least one artificial reef construction project within the past five years and submit detailed technical drawings, specifications, and photographs for each proposed module type.

Santa Rosa County encourages participation from all business segments, including small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises, and affirms its commitment to non-discrimination based on race, color, religion, national origin, disability, sex, or age. No incumbent vendors are identified for this procurement. Contractors must provide evidence of Florida business registration, current insurance declarations including Workers' Compensation, Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Business Auto Liability with $500,000 per occurrence, and additional Marine General Liability with Protection and Indemnity and Jones Act coverage for vessel operations. Contractors must also submit sworn statements regarding public entity crimes, scrutinized contractors certification, and three professional references demonstrating relevant experience. The total project funding is $1,300,000 on a cost reimbursement basis, with pricing submitted on a unit cost basis for each of the four module types; final quantities and configurations will be determined by Santa Rosa County based on proposals received. No more than $50,000 or 10 percent of project funds (whichever is less) may be expended for engineering services. Any modules found damaged during post-deployment surveys within 1-3 weeks of deployment must be replaced by the contractor at no cost to Santa Rosa County, and liquidated damages of $1,685 per calendar day apply for delays beyond the 120-day completion period. The Santa Rosa County Board of County Commissioners reserves the right to waive irregularities in bids, reject any or all bids for sound documented reasons, and award the contract to the proposal determined to be in the best interest of Santa Rosa County.
