About this opportunity
The Commonwealth of Virginia Department of Military Affairs (RFP #123-301-26) is soliciting proposals for armed guard services at four installations located across multiple jurisdictions: Fort Pickett (Maneuver Training Center) in Nottoway County, Camp Pendleton State Military Reservation in Virginia Beach, Army Aviation Support Facility (AASF) in Henrico County, and Joint Force Headquarters at Defense Supply Center-Richmond. The contract requires Virginia Department of Criminal Justice Services (DCJS) certified armed security guards to provide general security services, installation access control, and vehicle inspection services from July 1, 2026, through September 30, 2027, with four optional one-year renewal periods. The contractor must supply all necessary equipment including weapons, ammunition, uniforms, body armor, duty belts, handcuffs, flashlights, reflective vests, and patrol vehicles, and must staff Fort Pickett with 24/7 coverage across three security access points, Camp Pendleton with 24/7 main gate coverage and special event provisions, AASF with 24/7 main gate coverage and roving patrols, and Defense Supply Center-Richmond with limited Monday-Friday daytime coverage plus one drill weekend monthly. The estimated total contract hours are approximately 65,000 hours with pricing submitted as firm hourly billing rates for security officers and site supervisors and fixed monthly rates for vehicle leasing at three locations, with all costs including direct wages, indirect expenses, shift differentials, supplies, equipment, overhead, and profit. All personnel must meet extensive pre-employment requirements including background checks, drug screening, medical examinations, physical agility tests, and comprehensive training in use of force, access control procedures, antiterrorism awareness, and cybersecurity in compliance with Army Regulation 190-56 and Force Protection Condition (FPCON) requirements. Evaluation of proposals will be based on specific plans and methodology (25 points), price (30 points), experience and qualifications of personnel (25 points), Small Business Subcontracting Plan (10 points), and client references (10 points). Electronic sealed bids are due April 28, 2026, at 5:00 p.m. via eVA, with a mandatory pre-bid meeting held on March 26, 2026, at 10:00 a.m. at Building 3001, Fort Pickett, and written bidder questions due by April 1, 2026, directed to Contract Officer Allison S. Maddox.
The Commonwealth of Virginia has established a statewide small business procurement goal of 42% of purchases from DSBSD-certified small businesses, and vendors must be registered in eVA with applicable transaction fees. All offerors must submit a completed Small Business Subcontracting Plan (Attachment L-a); offerors certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD) as micro or small businesses need only provide their certification number and date to receive maximum points, while non-certified offerors must identify up to five subcontractors and detail their utilization of DSBSD-certified small businesses including women-owned, minority-owned, and service-disabled veteran-owned businesses, with proposed participation levels becoming contract requirements. The contractor must comply with federal and state regulations, Force Protection Condition (FPCON) requirements, and the Virginia Vendors Manual and Public Procurement Act. No incumbent vendor or budget range is disclosed in the solicitation documents; pricing will be evaluated as a competitive factor based on hourly billing rates and monthly vehicle leasing costs submitted by offerors. The contract administrator is Michael Alder, the technical advisor is Captain Caleb M. Rawson, and questions regarding the solicitation should be directed to Allison S. Maddox at allison.s.maddox.nfg@army.mil or (434) 292-2420.
