About this file

This is an addendum to a Request for Proposals issued by the Commonwealth of Virginia Department of Military Affairs for armed guard services. The RFP, numbered 123-301-26 and originally dated March 6, 2026, seeks armed security guard services from the Virginia National Guard. The addendum, issued on April 10, 2026, modifies key dates and requirements for the solicitation. Electronic sealed bids will be received through eVA until April 28, 2026, at 5:00 p.m., with a prebid conference scheduled for March 26, 2026. The contract calls for DCJS-certified armed security guards to provide General Security Services, Installation Access Control (IAC), and Vehicle Inspection (VI) services from July 1, 2026, through September 30, 2027. Services will be performed at multiple installations under the technical oversight of the Virginia Army National Guard Security Specialist or their designated representative.

The addendum establishes that all bidder questions providing information not solicited in the original RFP will be posted on eVA VBO no later than April 14, 2026. A new requirement for Attachment L—a Small Business Subcontracting Plan—has been added to the proposal documents. Bidders must provide signed acknowledgment of this addendum either prior to the bid due date or attached to their bid submission, in addition to signing the original bid document. Questions and submissions should be directed to Allison Maddox at the Department of Military Affairs, with contact provided at allison.s.maddox.nfg@army.mil or (434) 292-2420.
