About this opportunity
The West Virginia Parkways Authority (WVPA) is soliciting bids through Agency Request for Quote (ARFQ) TPK26-12 for the purchase and installation of eight commercial garage doors across multiple Parkways Authority facilities. The procurement requires six garage doors measuring 16' 2" X 16' for the Equipment, Align Bay, and Mechanics Shop locations, and two garage doors measuring 14' 2" X 14' for the Paint Shop and Welding Shop. All doors must be CHI Overhead Door Model 3285 Commercial Panel Insulated Steel Garage Door or equal, featuring white color, 3-layer steel/insulation/steel construction with polystyrene insulation, minimum R-value of 10.29, micro-grooved panel style, one row of 24" X 6" insulated glass per section, and 3" commercial tracking. The scope of work includes removal of existing doors, complete installation with torsion spring counterbalance, perimeter sealing, reconnection to existing electric operators, startup testing, and final adjustments. Qualified vendors must hold a West Virginia Contractor's license and designate a primary contract manager available during normal business hours. The contract will be awarded to the vendor providing the lowest overall total cost meeting all specifications. Bids must be submitted electronically through the wvOASIS Vendor Self Service portal by May 7, 2026, at 10:30 a.m., with a non-mandatory pre-bid meeting scheduled for April 29, 2026, at 1:00 p.m. at 265 Neptune Drive, Beckley, West Virginia 25801. Written questions must be submitted by 2:00 p.m. on April 28, 2026, to Wesley D. Vandall at 304-932-0799 or wvandall@wvturnpike.com. Vendors must acknowledge receipt of all addenda by completing and submitting the Addendum Acknowledgement Form with their bids, with failure to comply resulting in disqualification.
The solicitation does not specify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. Apparent successful vendors must provide required documentation prior to contract award, which may include performance bonds equal to 100% of contract value, labor and material payment bonds, insurance certificates for commercial general liability and workers' compensation, and valid West Virginia Contractor's licenses. All vendors are responsible for all mileage and travel costs, which must be included in the bid price and will not be reimbursed separately. Vendors must provide a minimum one-year warranty on installation labor, adjustments, and workmanship, along with manufacturer's warranty details, and comply with WVPA security protocols and procedures. Payment will be made in arrears by invoice following acceptance of services, submitted to the Accounts Payable department or purchasing@wvturnpike.com, with the WVPA accepting its Purchasing Card for payment. No specific budget range or award value is disclosed in the solicitation documents.
