About this opportunity
The West Virginia Parkways Authority (WVPA) Purchasing Department is soliciting quotes for an open-end contract to furnish 4,000 PSI air-entrained commercial concrete under ARFQ TPK27-14, with questions due November 5, 2026 and quotes due November 17, 2026 at 10:30 a.m. Vendors must be registered and in good standing with the West Virginia Purchasing Division before award.
Concrete is to be delivered across three Interstate 77 sections: Section 1 covers Mercer and Raleigh Counties (MM 8–35), Section 2 covers Raleigh and Fayette Counties (MM 36–65), and Section 3 covers Fayette and Kanawha Counties (MM 66–96). Each section carries an estimated 1,500 cubic yards for bidding purposes only, and the awarded vendor supplies actual quantities as needed, with a one-cubic-yard minimum order. Mandatory technical requirements include minimum 4,000 PSI compressive strength at 28 days, target 7 percent air content (acceptable range 6–8 percent), water-cementitious materials ratio not exceeding 0.45, slump of 3–4 inches, and discharge temperature not exceeding 95°F. Vendors must obtain WVPA written approval of their mix design before supplying concrete, and no changes to materials, sources, or proportions are permitted without approval. Specifications reference ASTM and ACI standards.
Quotes are priced per cubic yard and must include all delivery, fuel surcharge, and short-load costs; separate minimum-load or delivery charges are prohibited. Prices must remain firm for the contract's life unless WVPA authorizes otherwise. The contract will be awarded to the vendor with the lowest overall total cost across all three sections. Standard delivery is F.O.B. destination to WVPA locations, Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding WVPA-observed holidays, with orders placed at least two business days in advance. Vendors must designate a primary contract manager, maintain sufficient production capacity, absorb costs of rejected noncompliant concrete, and deliver replacements at no additional cost. Quarterly reports and annual summaries of purchases and dollar totals are required, and failure to supply them may result in cancellation.
Bids must be submitted electronically through wvOASIS Vendor Self Service, with electronic opening conducted by WVPA Purchasing at 374 George Street, Beckley, West Virginia. Procurement inquiries go to Wesley D. Vandall at 304-932-0799 or wvandall@wvturnpike.com.
