About this file

This is a Request for Quotation (RFQ) issued by the West Virginia Parkways Authority (WVPA) Purchasing Department for the furnishing and delivery of ready-mixed, air-entrained commercial concrete meeting specified ASTM and ACI standards. The solicitation seeks an open-end contract for 4000 PSI air-entrained commercial concrete priced per cubic yard, suitable for exterior use on highway projects. The concrete will be delivered across three sections: Section 1 covering Mercer and Raleigh Counties (I77 MM 8-35), Section 2 covering Raleigh and Fayette Counties (I77 MM 36-65), and Section 3 covering Fayette and Kanawha Counties (I77 MM 66-96). The estimated quantities for each section are provided for bidding purposes only, and the awarded vendor must supply actual quantities as needed, with a minimum order quantity of one cubic yard. The contract contains mandatory technical requirements including minimum compressive strength of 4,000 PSI at 28 days, target air content of 7 percent (acceptable range 6-8 percent), water-cementitious materials ratio not exceeding 0.45 by weight, slump of 3-4 inches, and concrete temperature not exceeding 95°F at discharge. Vendors must submit a complete mix design for WVPA written approval prior to supplying concrete, and no subsequent changes to materials, sources, or proportions may be made without approval.

The bid unit price per cubic yard shall include all delivery charges, fuel surcharges, short-load charges, and all other costs necessary to furnish and deliver the concrete; no separate minimum-load or delivery charges are permitted. Standard delivery is F.O.B. destination to WVPA locations, with orders placed at least two business days in advance and deliveries occurring Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding WVPA-observed holidays. The contract will be awarded to the vendor providing the lowest overall total cost across all three commodity lines as calculated on the pricing pages. Vendors must designate a primary contract manager and maintain sufficient production capacity to fulfill orders. The vendor is responsible for all reasonable costs associated with rejected concrete resulting from noncompliance with specifications, and replacement concrete shall be delivered at no additional cost to WVPA. Vendors must provide quarterly reports and annual summaries of items purchased and total dollar values, and failure to supply such reports may result in contract cancellation. No substitutions are permitted unless approved through contract modification.
