About this opportunity
The School Board of Volusia County, Florida, issued a Request for Qualifications (RFQ) for comprehensive architectural services for the Manatee Cove Elementary 11 Classroom Addition project (Project No. 2548153) in Orange City. The procurement sought a qualified architectural firm to provide a full range of professional services, including architectural design, campus planning, landscape architecture, civil engineering, mechanical, electrical, fire protection, irrigation, plumbing engineering, construction administration, estimating, and interior design. The original project scope involved designing a one-story, masonry construction building with eleven classrooms, restrooms, storage rooms, and a mechanical room, along with expanding the parent drop-off/pick-up loop. However, an addendum dated October 25, 2024, effectively canceled the project due to planned construction of a new K-8 school in DeBary that would address overcrowding through attendance boundary changes. The solicitation required firms to have a current Certificate of Qualification, with a mandatory pre-submittal meeting held on October 16, 2024, and submittals originally due by November 7, 2024, at 3:00 PM. The evaluation process was set to include shortlisting on November 21, 2024, mandatory site visits for shortlisted firms on November 25, 2024, interviews on December 12, 2024, and anticipated board approval of ranking on January 28, 2025.
The RFQ did not specify specific set-aside designations or restrictions for disadvantaged enterprises. The estimated construction budget was $12,000,000, though the project was ultimately not proceeding as initially planned. No incumbent vendors were explicitly identified in the documentation. The solicitation indicated a preference for a prototype facility design and emphasized the need for firms to demonstrate comprehensive capabilities across multiple engineering and design disciplines. Firms were required to submit qualifications through VendorLink and would be evaluated based on criteria including experience, project approach, staff capabilities, and past performance. The procurement was conducted under Florida Statute 255.103 and 287.055, following the Consultants' Competitive Negotiations Act (CCNA) and State Requirements for Educational Facilities (SREF). Interested firms were instructed to contact Planning & Business Services at (386) 947-8786 or PlanningServices@groups.volusia.k12.fl.us for consultant qualification requirements.
