About this opportunity

The Granite School District is issuing a Request for Statements of Qualifications (RFSQ) to procure architectural and engineering services for the remodeling of an existing facility at Granite Technical Institute (GTI) to create a new student-run hospitality, restaurant, and event conference center supporting Career & Technical Education programs. The project encompasses conversion of an existing cafeteria and adjacent spaces into a commercial restaurant and event venue with approximately 4,000 square feet of dividable banquet/conference space, 3,000 square feet of restaurant dining, 2,500 square feet of commercial kitchen, 1,600 square feet of food preparation and bakery space, 3,600 square feet of outdoor dining patio, 1,800 square feet of classrooms, and supporting spaces for reception, storage, offices, and restrooms. Selected firms must finalize the preliminary project program through stakeholder meetings, provide schematic design through construction document phases, and deliver bidding/negotiation and construction administration services, with construction documents due by June 18, 2026, project bidding scheduled for July 2-23, 2026, and construction spanning August 2026 through June 2027. Evaluation criteria include programming experience, principal and project architect qualifications, construction administrator qualifications, sub-consultant credentials, workload capacity, design approach, client references, professional liability insurance, and prior hospitality and event center design experience. Proposals must be submitted electronically through the Bonfire Utah Public Procurement Place platform by March 18, 2026, at 1:00 PM MDT; proposals may not be withdrawn for 60 days following the due date.

The procurement does not identify specific set-aside designations or restrictions limiting participation to particular enterprise categories, allowing responsive and responsible vendors of any organizational type to compete. Selected firms must maintain professional liability insurance with per-claim limits of $1,000,000 and aggregate limits of $1,000,000, along with commercial general liability insurance with minimum limits of $3,000,000 general aggregate, workers' compensation insurance, automobile coverage, and valuable papers coverage as specified in the contract documents. The architectural and engineering fee will be negotiated based upon the February 3, 2022 Division of Facilities and Construction Management fee schedule for complexity level D projects with a renovation modifier, with the construction budget ranging from $2.5 to $3.0 million. No incumbent vendors or current contractors are identified in the procurement documents, and no existing infrastructure requiring integration is referenced. The Granite School District retains the right to award the contract to the single responsive and responsible vendor with the highest score, and all contract documents are subject to Utah's Government Records Access and Management Act and comply with Utah Code 63G-6a-1203 regarding void and unenforceable contract provisions.
