GTI Event Center Remodel – Architectural Services Request for Statements of Qualifications

This Request for Statements of Qualifications (RFSQ) issued by the Granite School District on March 3, 2026, seeks architectural and engineering services to design and oversee construction of a student-operated hospitality, restaurant, and event conference center at the Granite Technical Institute. The project will convert an existing cafeteria and adjacent spaces within the GTI five-story building into a commercial restaurant and event venue integrating multiple Career & Technical Education pathways. The facility program includes approximately 4,000 square feet of dividable banquet/conference space, 3,000 square feet of restaurant dining, 2,500 square feet of commercial kitchen, 1,600 square feet of food preparation/bakery space, 3,600 square feet of outdoor dining patio, 1,800 square feet of classrooms, and supporting spaces for reception, storage, pantry, offices, laundry, and restrooms. Selected firms will perform three primary tasks: finalize the preliminary project program through stakeholder meetings, provide schematic design through construction document phases, and deliver bidding/negotiation and construction administration services. The submission deadline is March 18, 2026, at 1:00 PM MDT via the Bonfire procurement portal. Construction documents must be completed by June 18, 2026, with project bidding scheduled for July 2-23, 2026, and construction spanning August 2026 through June 2027. Evaluation will occur on qualifications alone, with scoring based on programming experience, principal and project architect qualifications, construction administrator qualifications, sub-consultant credentials, workload capacity, design approach, client references, professional liability insurance, and prior hospitality/event center design experience.

The construction budget ranges from $2.5 to $3.0 million, with the architectural and engineering fee to be negotiated based on the February 3, 2022 Division of Facilities and Construction Management fee schedule for complexity level D projects with a renovation modifier. The selected firm must maintain professional liability insurance with per-claim limits of $1,000,000 and aggregate limits of $1,000,000, commercial general liability insurance with minimum limits of $3,000,000 general aggregate, and additional workers' compensation, automobile, and valuable papers coverage as specified. The designer will be responsible for construction administration with on-site presence of one to two days per week, proactive schedule and cost monitoring, change order minimization, and completion of record drawings in both PDF and AutoCAD formats. GSD retains all rights to the deliverable instruments of service and may terminate the agreement for cause with fourteen days' notice or for convenience with the same notice period, with compensation adjusting based on completion phase. The project is anticipated to serve as a professional learning environment integrating authentic hospitality operations into the Career & Technical Education curriculum at the district level.

REQUEST: Statement of Interest and Qualifications

FOR: Granite School District

DEPARTMENT: Architecture, Engineering, & Construction Services

SOLICITATION #:

DESCRIPTION: GTI Event Center Remodel

DETAILS: Project will rework an existing facility to incorporate a new student-run hospitality, restaurant, and event conference center for the existing Career & Technical Education programs at the Granite Technical Institute.

JG26-008-RFSQ

BACKGROUND INFORMATION

The Granite School District (GSD) Board of Education desires to:

Establish a student-operated hospitality, restaurant, and event conference center that functions as a fully authentic profession-based learning environment. The center will serve as a regional hospitality, tourism, and business operations training hub, integrating multiple CTE pathways into a single, real-world enterprise.

This RSOQ is part of the solicitation process that GSD will use to select a design firm or firms to undertake the project as described in greater detail below.

GTI EVENT CENTER REMODEL

GSD desires to retrofit an existing facility so it can function as a commercial restaurant and event conference center that meets current industry standards. The scope of work is to convert a cafeteria kitchen into a commercial kitchen, including evaluation of existing equipment and recommendation of additional equipment to support new food services, food preparation and storage infrastructure, dining and conference furnishings, and integrated technical AV systems.

Current serving kitchen and cafeteria space on the first floor of the GTI five-story building provides a good basis for the commercial restaurant program. Spaces on the first and fifth floors of the tower are being explored for use as a banquet hall, conference space, and additional instructional space. Relocation of the GTI and CTE offices are being considered as a part of this remodel. GSD believes that renovating the existing program space can accommodate the desired professional learning experience to the Granite School District community. The Preliminary Project Program for the project shall include, at a minimum:

1) Banquet Hall/Conference Space (Dividable) of approximately 4,000 square feet

2) Classrooms (900 sq ft x 2 minimum) of 1,800 square feet minimum

3) Reception Area(s) of a minimum of 1,500 square feet total

4) Storage Space of 500 square feet minimum

5) Commercial Kitchen of approximately 2,500 square feet

6) Restaurant Space (front of house)/Dining Area of approximately 3,000 square feet

7) Additional Food Prep/Bakery Prep Space (Takeout Items) of approximately 1,600 square feet

8) Outdoor Dining Space/Patio of approximately 3,600 square feet

9) Pantry Space of approximately 500 square feet

10) Office Space of approximately 500 square feet

11) Restroom Facilities to support Banquet Hall and other school operations.

12) Laundry Facilities of approximately 200 square feet

13) Electrical and mechanical infrastructure to support Event Center

14) Renovation/remodel of existing classroom spaces to accommodate existing/relocated and new programs.

PROFESSIONAL ARCHITECTURAL/ENGINEERING SERVICES

GSD Architecture, Engineering, and Construction (AE&C) Services is seeking an architectural firm(s) to perform the following three tasks:

1) Task 1: Meet with school administration and District staff to finalize the Preliminary Project Program.

2) Task 2: Provide basic architectural services of schematic design, design development, and construction documents to implement the improvements identified in Task 1.

3) Task 3: Provide bidding/negotiation support and services to administer/manage the project during the construction period. GSD AE&C Services staff are interested in strengthening project administration/management services.

A. The selected firm will be asked to assist by ensuring that contractors complete projects within established schedules and budgets through more effective construction administration/management.

B. The selected firm shall be able to monitor the contractor’s schedule, project costs, and workflow to bring the project to completion within the established schedules and budgets. This will require careful involvement by the architect and consultants’ representatives at the site during construction.

C. Demonstrated experience in keeping contractors on schedule and within budgets is critical to the successful completion of the project. Respondents must demonstrate the way in which the architectural and engineering consultants will minimize change orders.

D. GSD expectations for construction administration and management include, at a minimum, all tasks and assignments under AIA form B102 and the following:

i) Proactively identify schedule delays/missed milestones and if necessary, help develop a plan with the contractor to get on track.

ii) Identify quality deficiencies and substandard craftsmanship against contract documents.

iii) Proactively engage contractors in productive dialog to ensure timeline compliance.

iv) Conduct site visits one (1) to two (2) days per week.
