About this opportunity

The Nevada Department of Health and Human Services is requesting proposals for arborist services at Rawson-Neal Hospital in Las Vegas under RFP 40DHHS-S3927, with proposals due August 20, 2026, and a mandatory site visit on July 23, 2026. Vendors who do not register for and attend the site visit will be deemed non-responsive.

The scope encompasses comprehensive tree maintenance, preservation, and removal services including pruning for health and safety, disease and pest identification, tree planting and cultivation, fungicide and pesticide application, stump removal, site cleanup, and detailed maintenance reporting. Services require equipment operation at heights using climbing equipment or aerial lift trucks, chainsaw and stump-grinder operation, and dump-truck handling. The cost proposal structure includes annual fees for program management and rolling monitoring, unit prices for tree services organized by size classification, and hourly rates for specialized crew and equipment services.

The estimated contract term is four years beginning November 15, 2026, and expiring November 30, 2030, subject to Board of Examiners approval. No specific contract value is stated. The State anticipates a notice of intent to award on August 27, 2026, and a notice of award around October 2, 2026.

Evaluation criteria are weighted as follows: Qualifications and Experience (30 percent), Capacity and Emergency Response (25 percent), Proposed Cost Structure (30 percent), References and Past Performance (10 percent), and Nevada State Licensing, Insurance, and Permits (5 percent). Financial stability is evaluated on a pass-or-fail basis. Nevada-based businesses registered in Nevada receive a five percent preference. All proposal terms and prices must remain valid for a minimum of 180 days after the submission deadline.

Mandatory minimum requirements include current Nevada business licensing, active sam.gov registration, compliance with indemnification and limited liability contract terms, and submission of an acceptable insurance schedule. Contractors must maintain Commercial General Liability ($2 million general aggregate / $1 million per occurrence), Automobile Liability ($1 million combined single limit), Workers' Compensation at statutory limits with Employers' Liability ($100,000 per accident / $500,000 policy limit), and Professional Liability ($1 million per claim / $2 million annual aggregate). All policies must name the State of Nevada as additional insured and be placed with insurers rated A-VII or better by A.M. Best. Vendors must provide at least three client references from similar projects within the last five years, submitted directly by client references via email.

Site visit registration closes July 22, 2026, at 1:00 p.m. Pacific Time. Vendors must register with Annette Morfin, Purchasing Officer II, at amorfin@admin.nv.gov.
