About this opportunity
Collier County is seeking a vendor to prepare the Annual Municipal Service Taxing Benefit Unit (MSTBU) Assessment Roll for Pelican Bay for fiscal year 2025. The procurement involves creating a comprehensive property database using Collier County Property Appraiser's secured roll, preparing and maintaining the official lien roll, and executing multiple critical deliverables. Key requirements include preparing and transmitting the Preliminary Assessment Roll to the County Property Appraiser by July 2024, creating annual trim notices with proposed special assessments, and transmitting the annual lien roll to the Collier County Property Appraiser by September 1, 2024. The vendor must review parcel data information, ensure compliance with legal standards, and provide an electronic file formatted for printing and mailing annual assessment notices to all property owners. The solicitation is structured as a Quick Quote (QQ) with quotes due by May 15, 2024, at 3 P.M., with award criteria based on the responsive vendor submitting the lowest quote. Vendors must submit proposals through the Collier County Procurement Services Division Online Bidding System, with a question submission deadline of May 8, 2024.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Insurance requirements include statutory Workers' Compensation coverage and $500,000 Employer's Liability per occurrence, with Collier County to be named as "Additional Insured" on the Insurance Certificate for Commercial General Liability. The assessment roll preparation is for the Pelican Bay Municipal Service and Taxing Benefit Unit, covering approximately 7,659.90 assessable units with a total budget allocation of approximately $7,162,000 (divided into $5,215,600 for operations and maintenance and $1,946,400 for capital funds). While no incumbent vendor is explicitly identified, the project appears to be an annual administrative task that requires detailed property assessment and notification services. The project involves preparing individual parcel notices with special assessments covering areas such as water management system maintenance, recreational facility beautification, conservation area maintenance, dredging, mangrove forest restoration, and beach renourishment. The assessment per Equivalent Residential Unit is structured at $680.90 for operations and maintenance and $254.10 for capital funds.
