About this opportunity
The City of Lakeland in Polk County, Florida is seeking a contractor for the Annual Installation of Underground Electric Conduit for the Lakeland Electric Energy Delivery Engineering Division through Invitation to Bid No. 2025-ITB-003. The procurement covers comprehensive underground infrastructure installation services, with materials provided by the owner and work to be performed on an as-needed basis through individual work orders. Key deliverables include installing conduit, cable-in-conduit, concrete encased duct banks, directional boring, transformer and enclosure pad construction, pull box and manhole installations, and site restoration primarily in the downtown Lakeland area. Bidder qualifications include a minimum of five years of continuous experience in similar work, proper Florida licensing, and the ability to provide a comprehensive field organization. The mandatory pre-bid meeting was scheduled for January 22, 2025, with proposals due by February 12, 2025, at 3:00 pm. The contract potentially extends each October 1st until October 1, 2029, upon mutual agreement, with work to be completed within 10 days of receiving individual work orders.
The City encourages participation from minority and women-owned businesses as subcontractors or in joint venture arrangements and offers a local vendor preference for businesses meeting specific criteria. Contractors must provide a drug-free workplace certification and maintain specific insurance coverages, including submitting a contractor safety evaluation form. The contract includes extensive safety requirements, mandating comprehensive employee training on potential hazards and documentation of safety practices. Pricing is structured through a detailed unit price schedule covering various installation activities, with compensation based on line-item pricing for labor, equipment, and specialized services. While specific total contract value is not explicitly stated, the comprehensive pricing spreadsheet suggests a potentially significant annual investment in underground electrical infrastructure maintenance and expansion. The contract allows for potential annual increases in labor unit costs and includes provisions for handling mobilization, demobilization, and various installation scenarios across Lakeland's utility infrastructure.
