About this opportunity
The City of Orlando, Florida is soliciting proposals under RFP27-0006 from Florida-licensed independent certified public accounting firms for annual external financial audit services covering fiscal years ending September 30, 2028, 2029, and 2030. The pre-proposal conference is November 5, 2026 at 11:00 a.m. via Microsoft Teams, and proposals are due December 7, 2026 at 2:00 p.m.
Small and local business enterprise participation carries 10 evaluation points and veteran business enterprise participation carries 2 points. Both are scored criteria within the evaluation, not eligibility restrictions.
The audit must express an opinion on the basic financial statements under generally accepted auditing standards, Government Auditing Standards, Uniform Guidance, Sections 218.39 and 218.415, Florida Statutes, and the Florida Single Audit Act. Deliverables also include reports on bond ordinance covenant compliance, internal controls and compliance, and compliance over federal and state financial assistance. Fieldwork begins July 1 annually and coordinates with the City's Accounting and Control Division, with Annual Comprehensive Financial Report sign-off targeted by February 28 and submission to the Government Finance Officers Association by March 20. The City provides 200 to 400 hours of staff support. Required coverage includes professional liability of $1.0 million minimum and cyber liability of $10.0 million.
The contract term is three years with two optional one-year renewals, for a maximum of five years. Historical audit fees ranged from $201,800 in 2021 to $237,100 in 2025. The City requests fixed-fee pricing for all service requirements and hourly rates for additional work, with travel, lodging, meals, and communications included in the total price and no separate reimbursement. Liquidated damages of $250 per calendar day apply to delays past the completion deadline. Contracts exceeding $100,000 require City Council approval.
Evaluation weights are experience of proposer (20 points), staff experience and ability to perform (25 points), audit approach and methodology (23 points), price proposal (20 points), small and local business enterprise participation (10 points), and veteran business enterprise participation (2 points).
Questions are due November 19, 2026 at 5:00 p.m. Proposals must be submitted electronically through the City's e-Procurement Portal.
