About this opportunity

Pinellas County Animal Services (PCAS) is seeking Animal Emergency Clinic services through Invitation to Quote (ITQ) #25-0813-ITQ, targeting emergency veterinary services for stray animals with poor or guarded prognosis. The procurement will establish a 36-month contract with potential 24-month extension, focusing on pre-authorized treatments including IV/SQ fluids therapy, antibiotic treatments, pain medication, X-rays, wound care, and Parvo testing. Vendors must submit electronic proposals through OpenGov by July 31, 2025, and provide comprehensive treatment records and invoices within 30 days of service. Required vendor qualifications include Florida Division of Corporations registration and extensive insurance coverage encompassing Workers' Compensation, Commercial General Liability, Professional Liability (Veterinary), and Property Insurance. The solicitation requires detailed pricing proposals with specific line items for veterinary services, including a 10% allowance for unspecified funds, and vendors must demonstrate capability to provide emergency veterinary interventions when the PCAS shelter is closed or no veterinarian is available.

The procurement includes provisions for Small Business Enterprise (SBE) program participation, potentially offering preferences to certified small businesses and emphasizing supplier diversity and equal opportunity. While no specific incumbent vendors are mentioned, the contract appears designed to establish a flexible emergency veterinary service network for Pinellas County. The county demonstrates a commitment to inclusive procurement practices, including considerations for recycled materials usage in contractual obligations. Although specific budget ranges are not explicitly stated, the comprehensive insurance and service requirements suggest a substantial potential contract value. The solicitation's structure indicates an intent to create a robust, responsive emergency veterinary service framework that can handle diverse animal health scenarios while maintaining administrative and financial accountability.
