About this opportunity

The City of Phoenix is requesting sealed offers for animal boarding services supporting the Police Department and Human Services Department on an as-needed basis, with sealed offers due October 21, 2026 at 2:00 PM and a pre-offer conference scheduled for September 29, 2026 at 2:00 PM. The contract commences January 1, 2027 or upon final signature and recording by the City Clerk, whichever is later, for a firm five-year term with no extension options.

Offerors must demonstrate a minimum of three years in operation providing animal boarding services, maintain facilities within the Phoenix metropolitan area in commercially zoned areas approved for animal boarding, and possess a current Maricopa County Kennel Permit. All contract workers are subject to background screening at the contractor's expense at the Standard Risk Level, including felony and misdemeanor record checks from any United States county and Arizona. Upon award notification, the selected contractor must submit certificates of insurance meeting minimum requirements within 14 calendar days.

The scope includes daycare, overnight boarding, and quarantine services for canines and cats with 24/7 on-site supervision; trained staff to administer medications, provide restroom breaks, leash walks, and individual play time; canine group play for a minimum of 90 minutes daily with a maximum ratio of six canines to one staff member; "no-touch" kennels as needed; and regular cleaning of cat litter boxes. Facilities must provide adequate ventilation, cooling, heating, sanitation, and security with minimal noise levels and must be free of pest infestations. Optional services include pool time, treats, nail trimming, and bath and brush services, priced on a per-occurrence basis.

All prices must be firm and fixed for the initial one-year period; thereafter, annual price increase requests are permitted with 60 days' written notice and supporting documentation, subject to City approval by the Chief Procurement Officer. Evaluation is based on contractor requirements, method of approach, and qualifications and experience, each weighted equally at 33.3 percent. Written inquiries are due October 12, 2026 at 2:00 PM. The contract is subject to Disadvantaged Business Enterprise–Neutral (DBE-N) reporting requirements under 49 CFR Part 26, requiring annual Small Business Participation Plan submissions and monthly reporting into the City's Certification and Compliance System.
