About this file
This is a Small Business Participation Plan (SBPP) annual submission template for the City of Phoenix Public Transit Department, required under the Disadvantaged Business Enterprise – Neutral (DBE-N) program mandated by the United States Department of Transportation in 49 CFR Part 26. The document applies to the Animal Boarding Services contract, which is a five-year agreement beginning January 1, 2027, with no renewal or extension options. The contractor must submit an updated SBPP annually on the anniversary date of contract execution and track all small business participation through procurements, joint ventures, goods and services arrangements, and other business relationships. The plan requires contractors to demonstrate good faith efforts in engaging small businesses, including contacting the PTD Compliance Specialist, identifying verified small business suppliers, conducting proactive outreach, and maintaining documentation of all contacts and responses.
The contractor is responsible for monthly reporting of all small business participation into the City of Phoenix Certification and Compliance System at phoenix.gob2g.com and must document existing small business relationships by category and amount paid during the reporting period. The plan requires contractors to identify future opportunities for small business participation, including scopes of work identified by NAICS code, estimated timeframes, and known contractors or vendors. A designated contract liaison must be appointed to submit the annual SBPP and other required reports. All supporting documentation must accompany each SBPP submission. The file does not specify pricing terms, set-asides, funding amounts, or sources, as it functions as a compliance and reporting framework rather than a procurement specification document.
