About this opportunity

Sacramento County is seeking a professional golf course management company to operate and maintain the Ancil Hoffman Golf Course through a comprehensive Fee-for-Service Management Contract. The procurement, identified as RFP #2022-RFP-0067, encompasses full operational responsibilities including formulating business plans, managing starter services, operating the pro shop, providing food and beverage services, maintaining grounds and facilities, administering contract personnel, and handling financial accounting. Key deliverables include developing daily, monthly, and annual financial operating statements, implementing operational programs, and managing all golf course services including tee time reservations, cart rentals, and alcohol beverage service. A mandatory pre-bid meeting was held on July 6, 2022, with proposal submissions due by July 21, 2022, at 3:00 pm through the ProcureNow electronic portal. The contract terms specify a maximum five-year duration, with the selected vendor receiving a guaranteed annual management fee plus an incentive management fee based on a percentage of gross operating revenue, not to exceed 50% of total management compensation.

The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged business enterprises. The contract will be managed under Sacramento County's governance, with the county retaining responsibility for establishing fees, monitoring standards, approving budgets, and managing capital improvement projects. While no incumbent vendor is directly mentioned, the county's Policy and Procedure Manual suggests this is a rebid or renewal of existing golf course management services. The fiscal year 2022-2023 budget includes funding for replacement equipment, with equipment usage subject to negotiation. Although specific award values are not precisely outlined, the previous sample agreement for a similar county golf course management contract indicated a base management fee of $6,625 per month, with potential additional incentive structures. The selected vendor will be expected to maintain high-quality facilities, maximize revenues, minimize expenses, and meet comprehensive operational standards set forth in the county's detailed policy manual.
