About this opportunity

The West Virginia Department of Environmental Protection is soliciting design-build services for the AML-Shinnston Area Wide Drilling & Grouting project, an abandoned mine lands reclamation initiative in Harrison County. The procurement will be conducted through a Request for Qualifications (RFQ) process with submissions due April 23, 2026, at 10:30 a.m. local time via the wvOASIS Vendor Self Service portal, with six hard copies required at WVDEP's Charleston office. The project addresses subsidence issues from pre-law coal mining operations and encompasses drilling and grouting services at 34 residential and non-residential structures across a 10.8-acre area. The delivery methodology employs a Progressive Design-Build approach with Phase 1 covering design, permitting, and development of a final price proposal, and Phase 2 involving final design and construction activities. No more than three responsive firms will be short-listed to proceed to the Request for Proposal stage, which will include mandatory site walk-throughs, confidential individual meetings, and proposal interviews at dates to be determined. Mandatory minimum qualifications require the ability to obtain performance and payment bonds totaling $15 million, along with insurance coverage including $2 million commercial general liability per occurrence, $2 million automobile liability per accident, statutory workers' compensation, and $1 million professional liability per claim and in aggregate. Short-listed offerors who submit complete responsive proposals but do not receive the contract award will receive a $13,750 stipend.

The procurement is funded through the Bipartisan Infrastructure Law and requires compliance with Davis-Bacon Act and Build America, Buy America Act provisions. Burns & McDonnell Engineering Company, Inc. is explicitly prohibited from participating as a team member on this project. All submissions and resulting contracts are public documents subject to disclosure under West Virginia public records law and the Freedom of Information Act, except for organizational safety information designated as confidential. The estimated project budget is $15 million, with no current incumbent vendor or set-aside designations for disadvantaged enterprises specified in the documentation. Offerors are responsible for all costs associated with preparing their responses, and all communications regarding the project must be directed exclusively to WVDEP contact person Jessica Chambers Smith, with unauthorized contact with other WVDEP employees potentially resulting in disqualification. Additional inquiries may also be directed to buyer Herminio David Robles at (304) 414-1155 or david.h.robles@wv.gov.
