About this opportunity

The West Virginia Department of Environmental Protection, Office of Abandoned Mine Lands and Reclamation is requesting quotations for mine drainage remediation and site reclamation construction at Miller Mine in Harrison County under ARFQ 0313 DEP2600000092, with bids due July 23, 2026 at 10:30 a.m. and a mandatory pre-bid meeting on July 9, 2026 at 10:00 a.m. at Summit Park near Morgantown. This is a federally funded project subject to Davis-Bacon wage rates and prevailing wage determinations.

The scope encompasses mobilization and demobilization, site preparation, temporary and permanent erosion and sediment control measures, drainage channels and collection systems, ripric and culvert installation, and revegetation of approximately 5.4 to 6.3 acres of disturbed land. The bid schedule contains 35 line items, including 15,563 cubic yards of unclassified excavation, 12,250 square yards of erosion control blanket, and 2,756 tons of Class A riprap drainage blanket. All environmental permits and approvals—Clean Water Act Section 404 authorization, Section 401 water quality certification, and stream activity applications—are already secured. The contractor assumes full responsibility for site conditions, subsurface materials, utility locations, and survey control. Seasonal tree-clearing restrictions apply (November 15 through March 31). Work must proceed until disturbed areas achieve 70 percent perennial vegetative cover. The contractor must notify the West Virginia Department of Transportation at least two business days before construction begins and call Miss Utility of West Virginia 48 hours prior to any excavation.

Pricing submissions may be lump sum or unit price depending on the line item. Mobilization and demobilization are capped at 10 percent of the total bid; construction layout stakes at 5 percent; quality control at 3 percent; and site preparation at 10 percent. A five percent bid bond, and 100 percent performance and labor/material payment bonds are required prior to award. Commercial general liability and automobile liability insurance with minimum limits of $2,000,000 per occurrence and workers' compensation insurance are mandatory. A local labor market hiring requirement mandates that 75 percent of employees come from the local labor market. Liquidated damages are assessed at $1,000 per working day for delays beyond the contract completion date. Technical questions are due by 4:00 p.m. on July 16, 2026. Contact Larry T Workman, buyer, at (304) 414-1242 or larry.t.workman@wv.gov. Bids must be submitted electronically through wvOASIS Vendor Self Service.
