About this opportunity
The West Virginia Department of Environmental Protection (WVDEP) Office of Abandoned Mine Lands and Reclamation (AML&R) is soliciting bids for the AML-Kempton Refuse Rehabilitation project located in Tucker County, West Virginia. The project involves the rehabilitation of an existing acid mine drainage (AMD) treatment system, including site preparation, erosion and sediment control, installation of drainage and piping infrastructure, and revegetation. Key deliverables include aggregate, geotextile, HDPE liner, HDPE and PVC pipes, valves, structures, and seeding. Contractors must attend a mandatory pre-bid meeting on August 15, 2024, and submit bids by the November 15, 2024 deadline. Technical questions from vendors are due by November 1, 2024.
The contract will be awarded to a single contractor and is subject to pricing limitations on mobilization/demobilization, construction layout, quality control, and administrative costs. The project has set-asides for Minority Business Enterprises and Small Businesses. No incumbent vendors or current contractors are listed, but the project is funded through the 2022 Infrastructure Investment and Jobs Act (IIJA) Bipartisan Infrastructure Law (BIL), which imposes additional requirements such as Build America, Buy America (BABA) provisions and Davis-Bacon wage rates. The revised engineer's estimate for the project is $1,875,220.
