About this opportunity
The West Virginia Department of Environmental Protection, Office of Abandoned Mine Lands and Reclamation, is requesting quotes for reclamation work on the Brushy Meadow Creek Highwall B project in Nicholas County, with bids due October 6, 2026 at 10:30 a.m. This is a federally funded AML reclamation project subject to Davis-Bacon wage requirements.
Mandatory pre-bid attendance applies: vendors who did not attend the first pre-bid meeting on September 2, 2026 must attend a second meeting on September 22, 2026 at 10:00 a.m. on site. Technical questions are due September 29, 2026 at 4:00 p.m. All bids must be submitted electronically through wvOASIS Vendor Self Service.
The scope encompasses approximately 49 acres of highwall stabilization and reclamation including mobilization and demobilization, construction layout, quality control, site preparation, erosion control (8,723 linear feet of Super Silt Fence, 475 tons of stabilized construction entrance material, 42 rock check dams), revegetation (51 acres), channel construction (7,679 linear feet of Fabric Form Channel, 303 linear feet of vegetated channel, 586 linear feet of underdrain, 537 linear feet of 12-inch PVC conveyance pipe, 50 linear feet of level spreader), and 601,042 cubic yards of unclassified excavation. Administrative costs are capped at specified percentages: mobilization and demobilization at 5 percent, construction layout at 5 percent, quality control at 3 percent, and site preparation at 5 percent of total bid.
Bidders must submit bid, performance, and labor/material payment bonds (bid bond at 5 percent of total bid; performance and payment bonds at 100 percent of contract value). Commercial General Liability and Automobile Liability Insurance with $2 million per-occurrence limits are required throughout the contract term. For projects valued at $500,000 or more, the contractor must hire at least 75 percent of employees from the local labor market unless Workforce West Virginia grants a waiver. The contract term is one calendar year with options to renew for up to three successive one-year periods. Liquidated damages are $1,000 per day for work beyond the completion date. Contact April D. O'Dell at (304) 414-1145 or april.d.odell@wv.gov.
